Maneuver Monti: the news in the final text, from fuel to VAT, from pensions to super stamp

Some surprises in the final text of the decree, which this morning was signed by President Napolitano and will begin its process in the Chamber from tomorrow - Immediately increases in excise duties on fuel - Bonuses to companies for hiring women and young people - Taxes in installments on shielded capital - VAT increase from October 2012.

The pinwheel of the maneuver it doesn't stop. News continues to emerge on the decree that was signed this morning by President Giorgio Napolitano (49 articles distributed in 104 pages). And it doesn't necessarily end here: tomorrow the text will begin its process in Montecitorio. The parliamentary passages should be very rapid (vote in the Chamber by 17 December, final approval in the Senate by Christmas), but Prime Minister Mario Monti did not want to lock down the text (although not excluding in the end the use of trust) and some changes could come already in committee.

Now let's see what are the main news that emerged today, whether they are absolute novelties or clarifications compared to the version known so far:

ENTERPRISES, WOMEN AND YOUNG PEOPLE'S RECRUITMENT BONUS

Hiring women and young people under the age of 35 on a permanent basis will allow Italian companies to deduct 10.600 euros on each new contract. The figure rises to 15.200 for companies in Abruzzo, Basilicata, Calabria, Campania, Molise, Puglia, Sardinia and Sicily.

PENSIONS, WOMEN EMPLOYEES IN THE PRIVATE AND SELF-EMPLOYED WORKERS 

From next year, female employees in the private sector will have to be 62 to qualify for the old-age pension. The age will rise to 63 and a half from 2014 and to 65 from 2016. The equalization of men and women employed in the public sector (66 years) will arrive in 2018.

As regards self-employed women, the old-age pension will reach 63 and a half years in 2012, 64 and a half years from 2014 and 65 and a half years in 2016. Also in this case the threshold of 66 years will be reached in 2018.

CAPITAL TAX, FIRST INSTALLMENT BY FEBRUARY 16

The extraordinary tax of 1,5% on shielded capital will be paid in two equal installments: the first by 16 February 2012 and the second by 16 February 2013.

VAT INCREASE STARTS IN OCTOBER 2012

Any increase of two points on the VAT rates of 10 and 21% (which would thus pass to 12 and 23%) will take effect from 2012 October 2014, not from September. A further increase of 0,5% is expected from XNUMX January XNUMX.

STATE GUARANTEES ON BANKITALIA'S LOANS TO BANKS

The Treasury will be able to issue the state guarantee on the loans disbursed by the Bank of Italy to Italian banks and branches of foreign banks in Italy until 30 June 2012 "to deal with serious liquidity crises".

FUELS, STANGATA IMMEDIATELY

The increase in excise duties on fuel will not start from January XNUMX, as has been said up to now, but "from the date of entry into force of the decree" launched on Sunday by the CDM and signed this morning by the President of the Republic. That is to say, today or tomorrow, depending on when the publication in the Official Gazette takes place.

The increase is significant: the rates on petrol rise to 704,20 euros (+8,2 cents per litre), those on diesel to 593,20 euros per thousand liters (+11,2 cents), those on auto LPG to 267,77 147,27 euros per thousand kilos (equal to 0,00331 euros per thousand litres) and that on methane for cars at XNUMX euros per cubic metre.

STAMP DUTY

The new stamp duty on securities, instruments and financial products will be 0,1% in 2012 and 0,15% from 2013. Pension and health funds are excluded. The minimum amount of the tax is 34,20 euros, the maximum amount is 1.200 euros.

POWERFUL CAR STAMP, THE INCREASE IS HEAVY

From 2012, the tax on the most powerful cars will suffer an increase of 20 euros for each kilowatt above 185.

ACCIDENTS, STOP FAIR COMPENSATION FOR CAUSES OF SERVICE

Fair compensation and privileged pensions in the event of accidents at work disappear, but the protection deriving from compulsory insurance against accidents and occupational diseases survives. Three sectors are saved: security, defense and public aid.

PUBLISHING, THE RULES FOR CONTRIBUTIONS CHANGING

Starting next year, the mechanism for selecting the recipients of resources will be reviewed.

CIVIL PROTECTION, 57 MILLION IN 2012

Drawing on the funds of the 8 per thousand donated to the State, in 2012 an additional 57 million euros will be granted to civil protection.

FUNDS TO THE LINCEI AND THE CRUSCA

For 2012, additional funds have also been allocated to the Accademia dei Lincei (1,3 million euros) and to the Accademia della Crusca (700 thousand euros).
