The government has Article 33 of the maneuver has been modified, which concerns the rinduction of pensions for 732.000 public workers over the course of twenty years, including doctors, local authority employees, teachers and judicial officers.
The squeeze is limited to early retirements, regardless of age, and introduces a new mechanism for delay access to pension, with an additional period ranging from a minimum of one month to a maximum of six months for all categories involved. The amendment, approved by the Accounting Office, provides three changes: the first two apply to everyone, while the third concerns only doctors and nurses.
The changes made
The amendment guarantees the protection of old age pensions and rights acquired until 31 December 2023. The grip on early retirements, starting from 2024, will apply to the exit channel with 42 years and ten months of contributions (41 years and ten months for women), regardless of age. Workers who leave the service for reaching the established age limits or who are officially retired for having completed the maximum length of service required.
Exclusively for doctors and nurses who opt for early retirement from next year (with 42 years and 10 months of contributions, reduced to 41 years and 10 months for women), the amendment provides for a reduction in the cut equal to one 36th for each additional month of work. As a result, the complete cut comes canceled with at least 3 more years of work.
The remaining categories of public employees, other than doctors and nurses, will have their early pension cut as initially planned.
Time windows
The overall intervention it will not have financial impacts on the State. This result is achieved by applying time windows that delay the exit of these four categories of public workers over time.
In detail, delays of 3 months in 2024, 4 months in 2025, 5 months in 2026, 7 months in 2027 and even 9 months starting from 2028 are expected. total savings of 1,1 billion, thus covering the safeguards introduced by the amendment.

Article 33 confirms the exclusion from the cut for all public employees placed "on official placement".
Those who apply for retention in service are allowed to work beyond the age of 40 of contributions, as long as do not exceed 70 years of age.
