The head of state on a visit to Palermo has launched an appeal for a "comprehensive review of the institutional arrangements, economic realities and widespread behaviour" that hinder growth.

"The themes of growth are on the agenda, which are posed in a compelling, not to say dramatic way". Despite the brightening of the last few days linked to the green light from the Senate for the bis maneuver and the appreciation of the EU, the President of the Republic Giorgio Napolitano keeps the attention high on the Italian economic and political crisis. During a visit to Palermo, the Head of State underlined how “the country can return to growth only if all of Italy, the North and the South, grow together. This is the challenge to be taken up to give a new and complete meaning to that national pact whose 150th anniversary we celebrated".

The President then pointed the finger at "certain widespread behaviours" which "are by now an obstacle to the sound management of the available financial means and to a recovery on new foundations of our economic, social and civil growth". It is therefore necessary to carry out an “overall review of institutional arrangements, economic realities and widespread behaviours. No region, social or political component, no part of the country: there is no territory to be rewarded as a concentration of virtues, nor a territory to be punished as a concentration of vices. It is necessary to generate an effort for change and national cohesion”.
