The solidarity and Third Sector network is making its way into the design of the Pnrr. The ambition to reorganize social and proximity services from the bottom has a strong economic and cultural value. The two-day Forum “Active Communities and Solidarity Networks” in Naples has opened a new front in the relationship between citizens and institutions. “Administrations alone cannot activate all the services. We need a structured and professional Third Sector, which works in synergy with the institutions” says Luca Trapanese, Welfare Councillor of the Municipality of Naples, and his words effectively summarise what was discussed.
Naples, after all, works as a model to experiment with useful collaborations and without wasting public resources. The overall view of the city is the representation of a never-ending rebirth: suburbs, environment, mobility, assistance, housing. What will happen?
Naples Forum, banks move
Four thematic tables, dedicated to Social Innovation, Digital Innovation and Artificial Intelligence, Pnrr, Co-Design and Co-programming, have been brought together experts in various disciplines precisely to reflect, plan and orient future challenges. Naples is also a symbolic city of the South that seems to have entered the strategies of some banks. Is it true? Horace Abbamonte, President of the Banco Napoli Foundation, said that the Third Sector is a pillar of society, based on the concept of solidarity, understood not only as assistance, but as a real "taking charge of the difficulties of others".
It will be useful, then, to reread the main ones mission of credit institutions. In fact, there are differences and imbalances where collaboration and comparison become essential tools to face challenges. To grow, solid relationships are needed, capable of providing resources, skills and values that represent the true strength of the Italian economic system. And always on the side of the bankers, Domenico Credendino, President of the Carisal Foundation (Salerno Savings Bank) has announced investments for 110 million euros in three years for volunteer service centers. Bank donations are the reverse of speculation that has no game in the world of hardship and can become added value. We have to wait, however. "The foundations transfer resources for social, educational, sports and cultural projects, helping to build a better future" Credendino explained.
Third sector, concrete actions
La Volunteer reform it is a fact, but it should not be taken for granted that it marks a revolution in social assistance, in environmental services, in the care of suburbs and neighborhoods in crisis. The Forum was promoted by the Super Sud Foundation which sees generative welfare and co-design as key tools to strengthen social cohesion and community growth. The optimism of the President of the Foundation, Giovanni D'Avenia, must be supported above all because with the changes taking place - as he explains "in a world characterized by loneliness and growing inequalities, the Third Sector, the civil economy, plays a central role". Another watchword of the Forum was "transforming recriminations into concrete actions". In this, it is not only the South that is asking for a reorganization of the State to balance the economy, needs, work, territory. An overview it should not include any project of differentiated territorial autonomy. Yet it exists and if the words have any meaning we only need to verify political will, listening and coherence.
