Un Manifesto for the relaunch ofXNUMX-XNUMX business days at the time of the new "cold war" in view of the next European elections: around thirty European personalities launched it, indicating 7 solutions for the turning point of the EU. Among the signatories were illustrious personalities such as the former President of the European Commission and two-time prime minister, Romano Prodi, the former prime minister Giuliano beloved and Mario Monti, the former President of the ECB Jean-Claude Juncker, the former Governor of the Bank of Portugal, Vitor Constancio, the former Eurocommissioner Pierre Moscovici, the economists Marcello Messori, Marco Buti, Guido Tabellini, Andrè Sapir and many others.

“The persistent war in Ukraine and the deepening conflict between United States and China they are the factors that characterize our time. A new world order is being defined and, if it remains a half-completed construction, the European Union will have no role in shaping this new order": thus begins the Manifesto which continues by urging the EU to "make an effort to create the conditions of a return to multilateralism and to prevent international relations from being dominated by pure logics of power that would worsen the conditions of each of us".

Europe: seven key factors for recovery

After the analysis, the Manifesto concretely indicates the solutions that can favor the relaunch of Europe's role. Here they are:

  1. fundamental reform of the community budget based on the creation of a central fiscal capacity;
  2. new fiscal rules to achieve economic and social convergence in the EU and satisfy the conditions required for long-term economic growth and sustainable public finances;
  3. decisive steps forward towards the construction of integrated and "thick" European financial markets based on the issuance of a "safe" European financial asset and towards the definition of a fully developed crisis management system;
  4. industrial policy capable of promoting the transition to a new EU production model;
  5. renewed aid policy aimed at strengthening, and not weakening, the single market;
  6. common strategy for education and training as well as new concrete programs for the inclusion of migrants in European labor markets;
  7. EU security and defense policy which is based on NATO but which has sufficient autonomy and visibility "to withstand possible renewed isolationist tendencies on the part of the United States following the November 2024 elections".
