The European Parliament rejects the motion of no confidence in the European Commission led by Ursula von der Leyen by 360 votes against. The FdI and the ECR majority do not participate in the vote. The Northern League: "Voting against Ursula is a sign of dignity for Italy." From Rome, von der Leyen's announcement: from Europe, €10 billion in investments will be made available to Zelensky to rebuild Ukraine. Ursula von der Leyen: no confidence motion rejected. The European Parliament, meeting in plenary session, rejected with 360 votes against, 175 in favor and 18 abstentions motion of censure against the EU Commission, led by President von der Leyen, this morning in Rome – coinciding with the vote – together with Volodymyr Zelensky to participate in the conference for Ukraine organized by the Meloni government. The motion had been presented by 73 MEPs, first signatory the Romanian of the group of Conservatives and Reformists (ECR)Gheorghe Piperea. 553 MEPs took part in the vote.

Ursula von der Leyen: motion of no confidence rejected

At the end of the vote, a statement signed by the head of the delegation of FdI to the European Parliament, Carlo Fidanza, and by the heads of delegation of the majority of the group ecr, underlines that "today's vote" on the motion of no confidence in the Commission and Ursula von der Leyen "is not our fight and our delegations did not participate in the vote". We have always been consistent: we want a Europe where, as in our country, the common sense of all center-right forces prevails against palace games and unnatural unions.” The two right-wing political forces that sit in different groups in the European Parliament and which both comprise – along with Forza Italia – the Meloni government have therefore acted differently this morning.

Ursula von der Leyen to Zelensky: investments for Ukraine

And while the vote was taking place in Strasbourg, from Rome President von der Leyen illustrated a new package of agreements worth 2,3 billion euros with international and bilateral public financial institutions to support Ukraine's recovery and reconstruction efforts.

The package demonstrates the EU's firm commitment to Ukraine's recovery and its future in the EU. The new €2,3 billion package of agreements signed with international and bilateral public financial institutions under the Investment Framework for Ukraine includes €1,8 billion in loan guarantees and €580 million in grants. It is expected that will mobilize up to 10 billion euros of investments in Ukraine.

Ukraine: agreement with the United Kingdom

Ukraine: Memorandum with Businesses and Institutions

Sace

Sace, the Italian export credit agency, has officially joined the “InvestEu Ukraine Export Credit Guarantee Facility”, a joint project of the European Commission and the European Investment Fund (Fei, part of the Bei groupThe mechanism, according to a statement, provides for up to €300 million in guarantees provided by the EIF to participating national agencies, of which €24 million will be allocated to SACE. Through this instrument, EU countries' national export credit agencies, such as SACE in Italy, and the EIF, provide guarantees and counter-guarantees to small and medium-sized enterprises and mid-caps exporting goods and services to Ukraine. The initiative is expected to benefit over 550 European exporters in total, including 90 in Italy.

Sace, therefore, signed three comprehensive agreements to support Ukraine: with the Ukrainian Ministry of Economy, the European Investment Fund and Ukreximbank (State Export Import Bank of Ukraine).

Terna

Terna, the national electricity grid operator, and NPC Ukrenergo, Ukraine's transmission system operator, have signed a memorandum of understanding to foster the exchange of experience and advanced technologies in electricity transmission system management. The signing took place today in Rome as part of the Ukraine Recovery Conference 2025 and aims to consolidate Ukraine's integration into the pan-European electricity system.

The three-year agreement promotes collaboration between the two companies in areas of mutual interest, including energy security, technological innovation, and sustainability. Terna and Ukrenergo will share operational experience in electricity system management, as well as technical and regulatory expertise, organizing joint training programs and promoting research and development initiatives. Italy and Ukraine operate two of the five largest electricity transmission systems in Europe in terms of total power line extension and installed transformer capacity. In particular, NPC Ukrenergo is interested in Terna's experience in the use of advanced technologies for electricity transmission and dispatching, as well as grid digitalization, and can offer a valuable contribution in terms of crisis management and system restoration in emergency conditions.

Leonardo and Enav

Furthermore, Leonardo, Enav Spa and the Ukrainian State Air Traffic Services Enterprise (UKSATE) have signed a Memorandum of Cooperation to launch a joint initiative to restore and upgrade Ukraine's civil air navigation infrastructure, as part of the country's Ukraine Air Traffic Management (ATM) Restoration and Recovery Plan (UARP). The agreement represents a significant step towards rebuilding Ukraine's air traffic management capabilities, severely compromised by the ongoing conflict. As part of the collaboration, Leonardo—a European leader in the aerospace, defense, and security sectors—will provide technological and infrastructural support for the recovery plan. ENAV, Italy's national air navigation services provider, will contribute its operational expertise and consulting services. UKSATE, as the Ukrainian air traffic services provider, will lead the implementation as the implementer and final beneficiary of the restored systems. The three parties undertake to jointly coordinate the planning and execution of the main projects envisaged by the Uarrp plan and to collaborate closely with institutional partners to identify appropriate financing solutions.

Within the framework of cooperation, agreements were signed two donation agreements between Leonardo, Enav and UkSatse for the transfer of five primary en route radar systems and associated technologies. These systems will significantly contribute to the restoration of Ukraine's primary surveillance capabilities, enabling the gradual reopening of airspace for civilian operations.

Snam

Snam and Gas Transmission System Operator of Ukraine (Gtsou) – the operator of the natural gas transmission system in Ukraine and to the European Union countries – have signed a memorandum of cooperation aimed at consolidating the synergy between the Ukrainian and Italian gas markets, with the goal of strengthening energy security, regional integration, and long-term sustainability. The memorandum was signed in Rome by Agostino Scornajenchi, CEO of Snam, and Vladyslav Medvediev, acting CEO of Gtsou.
The main areas of cooperation focus on analyzing the prospects of liquefied natural gas (LNG) and gas pipeline transportation between the two countries – including the potential use of Ukrainian storage facilities – and on the creation of a collaborative platform for network maintenance and research activities in the field of decarbonized gas transportation.

state Railways

Development of passenger and freight connections between Italy and Ukraine to promote international mobility, trade and logistics, and transfer of technical know-how in the transport sector and consultancy for the development of a modern and resilient railway infrastructure: these are the main key points of the memorandum of cooperation signed by the CEO and General Manager of the group. FS, Stefano Antonio Donnarumma, and from the CEO of Uz, Oleksandr Pertsovsky, which will have the non-binding aim of exploring collaboration opportunities over the next two years.

To ensure the concrete implementation of the initiatives, a working group will be set up with representatives of both Railways, which will meet at least four times a year. In parallel with the signing of the memorandum, the FS Group has committed to signing a letter of intent regarding the supply of uniforms and equipment for Ukrainian railway personnel.

Bank of Italy

In the context of the work of the Conference, the Bank of Italy and the National Bank of Ukraine have signed a Memorandum of Understanding to strengthen technical cooperation and collaboration on matters of mutual interest. "With this Memorandum, signed by the Director General of the Bank of Italy, Luigi Federico Signorini, and the Governor of the National Bank of Ukraine, Andriy Pyshnyy, the two institutions are committed to strengthening existing relations and maintaining a dialogue at a technical level through written consultations, online communications, study visits, in-person and remote training courses on the functions of central banks", reads a note released by Via Nazionale.
