The norms of bail-in "they have the aim of not shifting the burden of saving bankruptcies onto taxpayers", since they envisage the contribution of shareholders, bondholders and depositors with over 100 thousand euros, but now "we are registering an increase in instability rather than the opposite", therefore “a transitional phase is needed”. The Economy Minister said yesterday, Pier Carlo Padoan, during question time in the Senate.

The number one of the Treasury therefore supports the request for a transition phase already formulated by the governor of the Bank of Italy, Ignazio Visco, but believes that it must be accompanied "by measures that make available tools for dealing with individual problems and which can affect individual banking institutions, at the same time avoiding that limited crises” could have “systemic effects, given the peculiar nature of credit”. 

In essence, Padoan believes that "the review of the bail-in regime, expected by 2018 by European regulations, provides a useful opportunity to improve the system along these lines".
