An amendment to the Stability Law suspends the disbursement of 110 new million in Rome following the scandals. The sales of the subsidiaries Ama and Atac must begin within six months. By the end of July 2015, the awarding of public services to tender

In the montanga of beyond 3 thousand amendments presented to the Senate on Stability Law, there is one that will cause discussion. The vice president of Palazzo Madama presented it Linda Lanzillotta (co-signer Peter Ichino, both of Civic choice) and conditions the disbursement of further 110 million in Rome Capital the divestments of the subsidiaries controlled by Ama and Atac. At the same time, Lanzillotta and Ichino are requesting the tendering of the public services concerned by 31 July 2015. The amendment sets a six-month deadline for the Municipality of Rome to start the transfers and has already been submitted to the Government's attention and of the majority.

“Paragraph 207 provides for a contribution of 110 million per year to the municipality of Rome as a contribution from the State – specify the two senators in their report in support of the amendments presented – to the charges that the Municipality bears as capital. It is proposed to condition this allocation on a series of conditions, above all following the recent scandals involving the Capitoline administration. In particular, the disbursement of the appropriation is suspended until the implementation has been carried out, to be carried out within 180 days of the entry into force of this law, of the actions and interventions of the recovery plan envisaged by the "Save Rome" Decree ". Decree which was converted into law at the beginning of last May.

 "According to the provisions of this plan - continue Lanzillotta and Ichino - the Municipality of Rome proceeds with the sale of some of the second-level shareholdings held through the AMA group (Roma Multiservizi, Fondazione Insieme per Roma, Cisterna Ambiente, Center for Material Development, Company for the Roman technological hub, Acea, Consel Scarl, Ep Sistemi) and through the ATAC group (Trambus Open, Bravobus, SMS Security Mobility, Consel Scarl, Banca Etica, BCC Roma, Polo Tecnologico); the plan also envisages the sale of some first-level subsidiaries (Servizi Azionista Roma, Roma Patrimonio), the liquidation of the'Regional Agency for Tourism Promotion of Lazio and the Municipal Drug Addiction Agency and the sale of the shares held in BCC Roma, Alta Roma and Centrale del Latte. The decommissioning procedures are overseen by an extraordinary Commissioner appointed by the Prime Minister, who is entrusted with the task of concluding all the procedures by 31/12/2015". 

 It is also envisaged that the awarding of the management of the services currently managed in-house by the companies Ama, Atac and related investee companies will proceed based on competitions to be carried out according to European standards by 31 July 2015. As far as the 'assignment of services of any nature for amounts exceeding 10.000 euros to companies or cooperatives, it is carried out on the basis of tenders whose progress is supervised by the National Anti-Corruption Authority.

Rules which, if approved, would lead to inevitable redundancies in the companies concerned. For this reason, the amendment concludes by also proposing "safeguard rules for redundant employees following the implementation of the Plan; in fact, in the event of individual or collective dismissal of employees of the companies identified above, each of these has the right to the activation, in addition to the ASpI treatment, also of the outplacement agreements provided for by the stability law of last year as well as by the Jobs Act and subsequent implementing decrees".
