OAM: New Merchant Register to be operational from July 13th

Banks and financial intermediaries will be required to submit data on participating merchants within the next three months. The relevant transmission service will be activated in September.

The new Merchant Register, required by Legislative Decree 212/2025, in application of the CCD2 Directive, will be operational starting July 13. The Authority announced this, referring to Circular No. 70/26, which established the registration procedures on the OAM portal for entities subject to the new regulation and the data that must be provided for accreditation and registration. The new Register, which will enable the Authority to monitor merchants—i.e., large retail outlets, online retailers, and car dealerships—for consumer protection, will contain the merchant data that banks and financial intermediaries must submit within three months of July 13, 2026. A dedicated section will also contain the data of Merchant Creditors, i.e., suppliers of goods or service providers who directly enter into credit agreements as ancillary to their business, in the form of free deferred payment only, subject to limited costs for late repayment.

In detail

Banks and intermediaries will have to communicate the data of the Merchant Intermediaries with which they have entered into agreements for the provision of credit aimed at the purchase of goods or services offered by the latter, also on the basis of declarations provided, under their own responsibility, by the Merchants themselves. To send communications, banks and intermediaries must first register on the Organization's portal (www.organizza-am.it), creating a dedicated Private Area with restricted access using credentials, and then registering using the available services. Once registered, the bank or intermediary must submit, via a dedicated service in the Private Area that will be activated in September, the list of data—detailed in the Circular—regarding the Merchant Intermediaries with which it has entered into agreements, as well as any changes thereto.

Merchant Creditors Merchant Creditors will also have to register in advance on the Organization's portal (www.organizza-am.it) to access their Private Area, which will offer specific online services exclusively for registered users. Once registration is complete, they will need to register directly by completing an online form, which must be digitally signed by their legal representative or another authorized party. The fees payable by interested parties, to cover the Registry management and supervisory costs, will be established in a subsequent Circular.
