The abolition of the Imu on first homes is a sore point that resonates in Europe, as in Bologna, because the Municipalities, under the given conditions, are struggling to make ends meet. In this way "it will guarantee the Municipalities a balanced budget according to the forecasts made and it will cut the tax for citizens by about half".

In fact, the State has undertaken to cover the lost 2013 revenue, but so far it has not taken any concrete action. The billions allocated for the "abolition of the Imu concern the first installment and refer to the 2012 revenue". There is a lack of resources for the Municipalities, such as Bologna, which increased the rate this year and there are no certainties on the second installment, since the issue is referred to the Stability Law in mid-October. In 2014 the new Service Tax should arrive, but the information, to Giannini, does not seem sufficient. Thus - he claims - as of today, "we do not know if we will be reimbursed the entire Imu proceeds and we do not know on which taxes we will be able to act next year". Assumptions on the basis of which making a balance sheet becomes difficult, if not impossible.
