Emergency income: guide in 5 points

Emergency income: here we are. With the publication in the Official Gazette of the relaunch decree, the Rem, promised for over two months now, finally comes to life. This is a new subsidy designed for families going through a phase of economic difficulty due to the coronavirus pandemic and do not have access to other forms of social protection.

Here is a short guide with everything you need to know about emergency income.

1) EMERGENCY INCOME: 4 REQUIREMENTS

To be eligible for the subsidy it is necessary to satisfy (simultaneously) four requirements;

  1. Residence Permit in Italy (the verification concerns the person who forwards the request).
  2. Isee less than 15 thousand euros.
  3. Family income in April 2020 lower than the amount of the Rem.
  4. movable assets no more than 10 euros in 2019. The ceiling rises by 5 euros for each member of the family after the first, up to a maximum of 20 euros. Only if there is a seriously disabled or non self-sufficient person in the nucleus (according to the Isee criteria) is the limit raised to 25 euros.

2) HOW MUCH MONEY CAN YOU RECEIVE WITH THE EMERGENCY INCOME?

The amount of emergency income varies from 400 to 800 euros depending on the household. It is possible to reach 840 euros only if the family includes people with severe disabilities or in any case not self-sufficient. The Rem is disbursed in two installments of equal amount.

At a technical level, to determine the amount of the emergency income - without prejudice to the maximum limits of 800/840 euros - the basic value of the subsidy (400 euros) is multiplied by the parameter of the Isee equivalence scale, which assigns a value to each family composition.

3) HOW TO APPLY TO INPS?

To obtain the emergency income, it is necessary to send the application to INPS, the institution that disburses the subsidy (and which will publish the models for the requests), by June. It is also possible to present the application in the Caf and in the patronage institutes.

4) INCOMPATIBILITIES

Families in which even one member receives or has received one of the other subsidies provided for by the Cura Italia decree.

Furthermore, it is impossible to access the Rem if a family member receives the basic income or pension (direct or indirect, with the exception of the ordinary disability allowance).

Finally, those who are in prison or are hospitalized in long-term care institutions or other residential facilities fully paid for by the State are not entitled to emergency income.

5) WHEN WILL THE EMERGENCY INCOME COME?

It is still too early to answer this question, but - unfortunately - the forecasts are not optimistic. In fact, it is necessary to wait for the INPS practice provision, which will contain the operating instructions on the Rem and the application model. After that, it will be necessary to wait for the technical times for the acceptance of the applications and the disbursement of the subsidy. In all likelihood, it will not be a short wait, given that the INPS must also distribute all the other allowances provided for by the Cura Italia decree and that the backlog is already a lot (even several applications for the 600 euro bonus in March remain to be evaluated) . In theory, emergency income is valid for three months: May, June and July.

    I am a professional with a pension fund. Due to an accident, I was recognized as more than 2/3 disabled and I receive a small disability pension which, however, did not allow me to receive the contribution on VAT numbers.
    No indication comes from my pension fund on the merits.
    At this point with an ISEE of less than 15.000 euros, not having had other subsidies, I don't know if it is possible for me to at least access emergency income and if so who should I ask, whether at my cash desk or directly to INPS

  6. well then it is perhaps the only income support that I can access, I live with a minor, I have refused the basic income, I have an ISEE of 7.469,60, I have a disability due to illness of 100 x 100 and therefore it has been for more than a year now that I don't work, I tried to ask for a pension, nothing, absolutely nothing, my jobs have always been part time. Did I read somewhere that for those who ended their unemployment during the covid period, there would be two months of unemployment to add? compatible with the request of the emergency rem?

If you own your own house but your ISEE is less than 15 euros, of course you can do it, the catch is always the matter of the family nucleus, if even just one member of the nucleus received an income in the month of April (whether it's a pension or subsidy) exceeding € 400,00 you will not be entitled to the Rem.
