Citizenship income: this is how the amount is calculated

Citizens who have applied for citizenship income are receiving the first responses from INPS. For those who have had a positive response, the time has therefore come to make two calculations and understand how much they will receive starting from next month.

How is basic income calculated? The mechanism is not too complicated, but to know exactly how much you will receive, you need to carefully follow all the steps and know in detail the rules established by the Government on economic requirements, equivalence scale, maximum and minimum amounts.

CITIZENSHIP INCOME YES OR NO? INPS ANSWERS

The National Social Security Institute is notifying the beneficiaries via SMS or email of the acceptance of the requests, at the same time letting Poste Italiane know who are the subjects who are entitled to the subsidy and how much money to credit on individual Rdc cards. The first disbursements will start between the end of April and the beginning of May.

According to the first data provided by INPS 806 applications for citizenship income have been received by 31 March, i.e. in the first month available for the submission of applications. The institute's technicians have already examined 680 of them. Result? 487.667 applications were accepted and 177.422 were rejected.

If this trend continues in the coming months, on average, INPS will accept about 75 percent of the applications received from applicants.

CITIZENSHIP INCOME: MAXIMUM AMOUNT AND MINIMUM AMOUNT

To calculate the amount that will be credited each month to their Rdc card, the beneficiaries will have to starting from the ISEE.

In fact, we recall that in addition to the real estate and financial requirements which we have talked about several times, to receive the basic income you need to have an ISEE – i.e. the indicator of the family's economic situation – lower than 9.360 euros per month.

In the event that the ISEE is equal to zero, each applicant will be able to receive 500 euros per month, equal to 6 euros a year, as income supplement. However, if the applicant lives in a rented house or in a property on which he pays a mortgage, he will be entitled to receive up to 280 euros more per month (in the first case) and up to 150 euros more (in the second). . Maximum annual total: 3.360 euros more for the rent, 1.800 euros for the mortgage.

The amounts shown above represent the maximum amount that a single person with no income can receive thanks to the citizen's income. In fact, by adding 500 euros of income support and 280 euros of rent, you get the famous 780 euros promised by the 5 Star Movement in the electoral campaign.

Obviously it is - we repeat - the maximum amount available for a single with an ISEE equal to zero. If the ISEE goes up, the income support quota goes down.

Taking a practical example: if the ISEE is equal to 2.400 euros per year, i.e. 200 euros per month, the applicant will receive a supplement equal to 300 euros per month plus any money for mortgage and rent, until the established threshold of 780 is reached. euros, equal to 9.360 euros per year.

What happens to families? The maximum monthly amount increases based on the number of family members and whether they are minors or adults. At the maximum level, a family with two adults and two minor children will be able to receive up to 1.180 euros per month, a larger family up to 1.330 euros per month. Increases are established on the basis of an equivalence scale.

What is the minimum amount instead? 480 euros a year, 40 euros a month. Citizenship income cannot fall below this figure under any circumstances. Therefore, if the calculations "resulted in a benefit of a lower amount, this would still be brought to the aforementioned minimum value", he explains the INPS in a circular.

CITIZENSHIP INCOME: THE EQUIVALENCE SCALE

To calculate the amount contained in the Rdc card of Poste Italiane, the so-called equivalence scale cannot be ignored, which assigns a "value" to each member of the household and is used to multiply the maximum monthly income that each family can reach.

It works like this:

• the applicant is worth 1.
• Each adult member of the family is worth 0,4.
• Each minor member of the family is worth 0,2.
• Maximum ceiling that can be reached 2,1.

Practical example: a family made up of two adults and a child will be worth 1,6. A family made up of 2 adults, two minor children will be worth 1,8 and so on up to the maximum threshold of 2,1, which becomes 2,2 if there is a disabled member in the nucleus. But be careful, the INPS explains that "in the event that the beneficiary family nucleus has among its members subjects detained or hospitalized in long-term care institutions or other residential structures fully paid for by the State or other public administration, the parameter of the equivalence scale, for Rdc purposes, does not take into account these subjects".

CITIZENSHIP INCOME: HOW THE AMOUNT IS CALCULATED

So let's move on to the actual calculation. The annual amount of basic income is obtained multiplying the family income supplement to which you are entitled for the equivalence scale applied to your household. We need to subtract the result from the result declared income and optionally add the mortgage or rent contribution.

To better understand the calculation mechanisms, we can rely on some standard examples.

Example n.1: family nucleus made up of 2 adults and a minor. The equivalence scale in this case is equal to 1,6 (1+0,4+0,2). The family lives in their own home (without a mortgage) and has an ISEE of 4.530 euros per year. To find out what the basic income amount will be, it will be necessary to calculate the difference between the €6.000 income support threshold multiplied by the equivalence scale and the declared family income: 6000 x 1,6 – 4.530. This family will therefore receive an income of 5.070 euros a year, 422 euros a month.

Example n.2: same family, same income, but home ownership with mortgage. In addition to the income supplement, the family will receive 150 euros per month. Total amount: 572 euros per month.

Example no. 3: family nucleus made up of 2 adults, 2 minors with an ISEE equal to zero and a rented house for which they pay 4.000 euros per year for rent. The equivalence scale is 1,8. The annual amount of the citizen's income will be equal to 6.000 euros for 1,8 plus 280 euros per month of rent. Total: 14.160 euros per year, 1.180 euros per month.

Example No. 4: family nucleus consisting of a single person with a home without a mortgage and income of 5.900 euros a year. In this case, the equivalence scale will be equal to 1. The applicant would only be entitled to 100 euros per year of income support, but given that the citizen's income cannot be less than 480 euros a year, the amount will be raised to 40 euros per month.

Finally, it should be taken into consideration that any services already received also affect the amount (and therefore could reduce the figure)..
