Among the many consequences, the pandemic has also had a surge in requests for help from women forced into forced cohabitation through domestic violence and who have turned to the Pink telephone. And the Telefono Rosa worked continuously 365 days a year even during the lockdown through telephone consultations and the activation of a chat. with a 71 percent increase in phone calls and 45 percent more chats that are practically tripled from what they were in previous years.
And then there are the femicides. From the final balance of the Department of Public Safety, the percentage incidence on the total number of homicides of women killed increases: 116 victims in 2021 (there were 110 in 2019), of which 100 killed in the family / emotional sphere (there were 93 in 2019); of the latter, 68 found death at the hands of their partner/ex-partner (there were 67 in 2019)". Worldwide, the research “Gender related killing of women and girls” has shown that 87 women are killed worldwide every year for gender reasons.
How to help girls and women victims of violence? A bill being examined by deputies, it provides for the extension of the provisions of the 99 law which guarantees a reserve quota on the number of employees of public and private employers who employ more than 50 employees. Reserve attributed in favor of orphans, surviving spouses of those who died due to work, war or service, as well as spouses and children of subjects recognized as severely disabled due to war, service or work and repatriated Italian refugees. The aforementioned quota is equal to one staff unit for public and private employers who employ from 51 to 150 employees, while for employers who employ more than 150 employees, the reserve quota is applied to the extent of '1 percent. Well, it is proposed to include among the protected categories also women victims of domestic violence included in the protection courses activated by social services.
The enlargement of the reserve quota is foreseen by a second bill which in addition suggests a contribution relief for the hiring of women victims of violence. The third bill extends the granting of benefits to all businesses, of any size, that hire women victims of gender-based violence with permanent contracts.
Le three bills will be summarized in a unified text, but in the meantime the commission has started a series of hearings.
