In any case, the delay should not exceed 15 days. Il Sole 24 Ore writes it today, specifying that it is an indication that emerged during a conference organized by the same newspaper.

The financial newspaper then reports that, with respect to the already known requirements, some new features have emerged. The most important concerns the minimum amount of the voluntary Ape, which will be of 150 per month. maximum amount, on the other hand, will be divided into four bands between 75% and 90% of the net pension accrued by the retiree, depending on the duration of the advance. In essence, as the advance increases, the maximum check that can be obtained decreases.

It rises from 29 to 30% of the capital cost of insurance on the bank loan at the base of the voluntary Ape (the policy is mandatory and serves to repay the credit in the event that the interested party dies before having paid all his debt with the bank). Confirm yourself instead the rate of 2,75% on the amount to be repaid in 20 years (although in September there was talk of 2,5%), the fiscal detraction of 50% on the interest rate and on the premium and the maximum and minimum duration of the Ape, respectively 43 and 6 months.

However, the delay seems inevitable. In addition to the IT platform, one or two INPS circulars are also missing, even if yesterday the president Tito Boeri denied it, stating that the Institute "has prepared everything, including the applications and the simulator". In any case, until last week, three implementing decrees, the framework agreement with banks and insurance companies, the opinion of the Council of State and the registration of the Court of Auditors were also missing. It is really very difficult to hypothesize that everything will be ready for May XNUMXst.

But even when it starts, the voluntary Ape could prove to be an instrument little appreciated by the Italians, because on balance it is very expensive. According to Progetica simulations, if a worker with future net pension of 1.300 euros per month asked for an advance of 3 years and 7 months (i.e. the maximum), then in the first 20 years of effective retirement he would receive a monthly INPS allowance of just 929 €, even taking into account the deduction. Faced with such a penalizing prospect, it is at least unlikely that the voluntary Ape could reach 300 requests this year and 115 next year, as hypothesized by the Renzi government.
