An amendment to the Stability Law transfers 97% of the resources of the Treasury Equalization fund for the electricity sector (Ccse), which today is an autonomous body - fed with the money from the bills paid by citizens - in support of the energy sector. In this way, approx 14 billion euros never entered the budget so far.
In detail, in fact, the Ccse has at least five billion in its belly, to which must be added another nine from the Gse, the Energy Services Manager controlled directly by the Equalization Fund.
This is money intended for various functions: financing for photovoltaics; discounts on bills for low incomes and for those who have at home machinery essential for health that consume a lot of energy; balance the small electricity companies of the smaller islands; compensation for companies in the sector when receipts do not cover costs.
The electricity sector fears losing an important autonomy, because money would not be denied for the various purposes, but would have to be requested and authorised. An unwelcome process in a market where fast movements dominate.
The resources that the Cassa will guarantee to the single Treasury will translate into "less issuance of public debt securities" and will guarantee "overall savings for the state budget, consequent to lower charges for interest paid", reads the technical report of the Accounting Department at the 34 of the manoeuvre, which provides for the same operation, but relating only to the Chambers of Commerce. And in that case it is "just" 850 million transferred to the Treasury in 2015, with 15 million in savings a year.
