Work today, tax tomorrow. It is an intense two days for the Government, which in less than 48 hours will have to archive two fundamental provisions to be sent to Parliament. We start at 16 this afternoon with the final meeting between the Executive and the social partners on the reform of the labor market. Initially it was planned that the appointment would take place in the Ministry of Labour, but it was later moved to Palazzo Chigi. The change means that Prime Minister Mario Monti will probably also intervene during this last summit.
Meanwhile this morning the Prime Minister was received at the Quirinale together with the Minister of Labour, Elsa Fornero. Also present were the Undersecretary Antonio Catricalà and the Deputy Secretary General of Palazzo Chigi, Federico Toniato. Consultation with the Head of State will probably be essential to establish which legislative instrument to entrust the labor reform: the decree or the enabling law.
As for the contents, the most controversial issue, that on article 18, was already archived two days ago, leaving room for harsh controversies which not only led to the convening of a general strike by the CGIL, but they also created splits in the Democratic Party like the entire government majority. Today's meeting therefore has the sole purpose of fine-tuning the final details of the reform and proceeding with the drafting of the rules. The Government - as already announced by Minister Fornero - aims to close the texts by Friday.
But tomorrow will be a busy day for other reasons as well. The Council of Ministers will meet in mid-morning which should give the green light to the decree on fiscal delegation. The fundamental objectives of the Executive are the strengthening of the fight against tax evasion (the proceeds of which will flow into a fund destined for possible tax relief), the replacement of IRES (corporate income tax) with IRI (the corporate income tax), the revision of cadastral income, the introduction of new rules for tax simplification and the resolution of disputes.
