The Council of Ministers has approved the measure that provides for road tax exemptions for a significant portion of cars and motorcycles. The measure will come into force in 2027 and will affect small and medium-powered cars. petrol or diesel, including hybrids, up to 80 kW, and motorcycles. According to government estimates, the measure will affect a total of approximately 14,5 million vehicles, over 70% of the cars currently on the road.
The exemption provided concerns payments with ordinary due dates from 1 January to 31 December 2027 and will be granted to only one vehicle per citizen. If multiple vehicles meet the requirements, the exemption will be applied to the one with the lowest horsepower; if the horsepower is the same, the one with the lowest road tax will be considered. For motorcycles there is no power limit as for cars, but the relief remains linked to the single vehicle rule.
Meloni: "Let's abolish one of the most hated taxes."
Prime Minister Giorgia Meloni herself supported the decision. "Today the Government is eliminating one of the taxes most hated by Italians.", the prime minister declared after the measure was approved. Meloni presented the measure as part of the government's strategy to reduce the tax burden on families.
In a message on social media, the Prime Minister added: "While others talk about property taxes, we are removing a property tax." Meloni explained that the government has chosen to allocate part of the resources used so far to combat the high cost of fuel to a measure considered more structural and aimed above all at those who use cars and motorbikes on a daily basis "to work, accompany their children, or get around".
The 80 kW threshold and compensation for the Regions
For cars, as mentioned, the limit set is 80 kW, equivalent to approximately 109-110 horsepowerThe benefit applies to vehicles powered by gasoline or diesel, even when combined with another fuel source. Therefore, vehicles exceeding the established threshold are excluded from the benefit, as are vehicles that do not meet the conditions established by the law, according to the provisions.
The decree also provides for a State transfer to the Regions of 2.293,5 million euros for 2027, intended to offset the reduction in revenue resulting from the non-payment of the vehicle tax. The road tax is, in fact, a tax whose proceeds primarily flow into regional budgets.
The Berlusconi precedent and its possible extension to subsequent years
In presenting the measure, Meloni also recalled a precedent in the history of center-right governments. "The plan follows the one that another center-right government, of which I was a member, used for housing," the prime minister explained, referring to the decision to concentrate the relief on an asset considered central to family life.
The Council of Ministers has simultaneously excise duty cuts extended on diesel fuel until October 5th, with a progressive reduction in the discount and subsequent application of mobile excise duties. The measure on stamp duty, however, takes effect in 2027 and is theoretically valid for only one year. The approved text establishes an exemption for payments due during the year; therefore, it remains to be verified, in subsequent legislative developments, the possible extension of the benefit to the following years.
