From 10 this morning, Monday 3 June, the rush to book the tickets finally began new incentives intended for the purchase of low-emission vehicles. It will be like a real "click day" for car dealers, who will be able to access the platform managed by Invitalia on behalf of the Ministry of Business and Made in Italy (Mimit) through the Ecobonus portal, since the operation will be successful sonly if there are still resources available. A total of 1 billion euros has been allocated, 950 million foreseen by the new Prime Ministerial Decree and 50 million remaining.
How the 2024 incentives work
Le incentive bookings can be made for purchases, also through leasing, of vehicles starting from 25 May 2024, the date of entry into force of the Prime Ministerial Decree of 20 May which redefined the old incentives. Applications can be submitted until December 31, 2024.
Dealers can book incentives for a wide range of vehicles, including cars, commercial vehicles, motorcycles, scooters, tricycles and light quadricycles. As for the taxi and rental with driver, details on dates and booking methods will be communicated subsequently. The incentives for the installation of LPG and methane systems will also be specified in a subsequent notice.
2024 incentives: the booking procedure and constraints
Reservations must be made onspecific Ecobonus portal. The completed and signed forms by the buyer must be uploaded by the seller to the platform.
Starting from 10am on June 3rd, therefore i dealers can enter the relevant data to the purchase order, including the deposit paid, obtaining a reservation registration receipt based on the availability of resources. The contribution is recognized to the customer as discount on the purchase price and subsequently refunded to the dealer from the manufacturer or importer, who in turn recovers the sum as a tax credit. The reservation must be completed with the registration of the vehicle within 270 days.
I am therefore four phases of the procedure:
- Registration and booking: The dealer registers on the platform and books the contribution for each vehicle.
- Confirmation of contribution: The dealer recognizes the contribution to the customer as a discount.
- Refund to dealer: The manufacturer or importer reimburses the contribution to the dealer.
- Tax credit recovery: The manufacturer or importer recovers the contribution as a tax credit.
To benefit from the incentives, the vehicle to be scrapped must have been registered in the new owner's name for at least 12 months or to a family member cohabiting on the date of purchase. In the case of leasing, the restriction applies to the user or a cohabiting family member.
From this year, for the new ecobonuses, the beneficiaries must keep the purchased car for at least one year if they are natural persons and for at least two years if they are legal persons.
On the platform it is possible download different forms, including the one to declare ownership of the vehicle purchased for at least 12 months (natural persons) or 24 months (legal persons). Forms for commercial vehicles are also available, relating to the possession of the PMI requirements and the certification for the transport activity. Furthermore, there is the form to declare a ISEE less than 30.000 euros, necessary to obtain a 25% increase on incentives.
How the funds are distributed
The Prime Ministerial Decree allocates a total of 950 million euros for incentives, distributed as follows:
- 240 million for the purchase or leasing of electric cars (emissions between 0 and 20 g/km of CO2).
- 402 million for vehicles with combustion engines or full hybrids (61-135 g/km of CO2).
- 140 million for plug-in hybrids (21-60 g/km of CO2).
- 20 million reserved for taxis with double contributions.
- 20 million for used cars.
- 32,5 million for motorbikes, scooters, tricycles and electric quadricycles.
- 5 million for motorcycles, scooters, tricycles and quadricycles with combustion engines.
- 53 million for commercial vehicles.
- 50 million for long-term rental.
- 10 million for the installation of LPG and methane systems on cars.
The objective of the new incentives is encourage the scrapping of the most polluting vehicles, which constitute approximately 25% of the fleet in circulation, to reduce CO2 emissions according to European regulations. The incentive can reach up to 13.750 euros for the replacement of an old vehicle.

Incentives 2024: bonuses
Mimit's plan foresees variable contributions based on the type of vehicle and the level of emissions, with maximum incentives of up to 13.500 euros for electric cars. Families with an ISEE of less than 30.000 euros receive a 25% increase in incentives. The scrapping of polluting vehicles further increases the contributions, up to a maximum of 11.000 euros.
Without scrapping, contributions vary as follows:
- 6.000 euros for cars with emissions up to 20 g/km
- 4.000 euros for cars with emissions between 21 and 60 g/km
- No contribution for cars with higher emissions.
With scrapping, contributions increase:
- Up to 9.000 euros for cars with emissions up to 20 g/km (scrapping a Euro 4)
- Up to 5.500 euros for emissions between 21 and 60 g/km
- Up to 1.500 euros for emissions between 61 and 135 g/km.
for electric cars (emissions up to 20 g/km):
- Contribution of 6.000 euros without scrapping, which rises to 7.500 euros for ISEE < 30.000 euros
- With the scrapping of a Euro 2, the contribution rises to 11.000 euros, and to 13.500 euros for ISEE < 30.000 euros.
for plug-in hybrids (emissions between 21 and 60 g/km):
- Contribution of 4.000 euros without scrapping, which rises to 5.000 euros for ISEE < 30.000 euros
- With the scrapping of a Euro 2, the contribution rises to 8.000 euros, and to 10.000 euros for ISEE < 30.000 euros.
for hybrid, mild-hybrid, petrol and diesel cars (emissions between 61 and 135 g/km):
- Contributions of 3.000 euros (Euro 2 scrapping), 2.000 euros (Euro 3) and 1.500 euros (Euro 4).
The maximum price of the model that can be purchased is set at 35.000 euros for the 0-20 and 61-135 emission bands, and at 45.000 euros for the 21-60 band.
For electric motorbikes, scooters, tricycles and quadricycles, there is a contribution of 30% up to 3.000 euros, which increases to 40% (up to 4.000 euros) with the scrapping of a vehicle from Euro 0 to Euro 3. For non-electric models up to Euro 5, a contribution is provided 40% discount up to 2.500 euros, provided that the seller offers a further 5% discount and that a vehicle from Euro 0 to Euro 3 is scrapped. Even for two-wheelers it is necessary that the scrapped vehicle is between Euro 0 and Euro 3 and that the buyer demonstrates that he has been the owner or holder of it for at least twelve months, or that a cohabiting family member has been.
