After a delay of almost two months, which also affected sales in the automotive market, i new car incentives I'm finally on the home stretch. However, there is a new constraint that emerges in order to obtain the new ecobonuses: the beneficiaries will have to keep the purchased car for at least one year, if natural persons, and for at least two years if legal persons.
Car incentives 2024: still a month to wait
The new measures emerge from the Decree of the President of the Council of Ministers (Dpcm) drawn up by the competent ministries, currently in examination phase at the Court of Auditors. We will therefore have to wait at least another month for the new incentives to actually come into force. Furthermore, Invitalia antenna will have to update the "ecobonus" online platform, through which dealerships will be able to request the amounts to be allocated to end customers.
The wait for the new ecobonuses has already had a significant impact on the market which in March recorded a decline of 3,7% after 19 months of positive trend.
Almost 1 billion incentives available
The new plan includes a total of 952 million euros intended for incentives for vehicles with low environmental impact. These benefits will not only be limited to cars, but will also include motorbikes, scooters, tricycles and quadricycles, as well as light commercial vehicles.
The objectives of the incentive plan include:
- Renew the car fleet circulating in Italy, among the oldest in Europe, with over 11 million Euro 3 or older cars.
- Support and assist low-income families, offering an additional 25% bonus for those with an ISEE of less than 30.000 euros.
- Modify the incentives to promote the purchase of cars actually produced in Italy, remodulating the incentive tools.
Incentives 2024: the obligation to maintain the vehicle begins
One of the key provisions concerns the vehicle maintenance obligation. For natural persons, grants will be made on the condition that the beneficiary retains ownership of thecar for at least 12 months. For legal entities, the restriction is extended to 24 months.
The incentive grid will vary depending on the type of vehicle and its CO2 emissions. Legal entities will only be able to access incentives for very low emission vehicles, such as electric cars (between 0 and 20 grams/km of CO2) or plug-in hybrids (emissions between 21-60 g/km). On the contrary, natural persons will also be able to benefit from contributions for vehicles with higher emissions, including several diesel models and Euro 6 petrol (emissions between 61 and 135 g/km of CO2).
Legal entities, excluding dealerships, will be able to benefit from the incentives also for motorbikes, scooters, tricycles and motorized quadricycles. Furthermore, small and medium-sized road transport companies will be the beneficiaries of contributions for the purchase or leasing of light commercial vehicles.
Car incentives 2024: bonus up to 13.500 euros
In summary, the Mimit plan includes a series of contributions based on the type of vehicle and its level of emissions. The maximum contributions they can reach up to € 13.500 for electric cars, with a 25% increase for families with ISEE under 30.000 euros. The scrapping of older and more polluting vehicles will also increase the incentives up to a maximum of 11.000 euros.
Without scrapping, the contribution varies from 6.000 euros for cars with emissions up to 20 grams/km, to 4.000 euros for those between 21 and 60 grams/km, while there is no bonus for the third emissions category. The amount of the contribution increases progressively with the scrapping of older and more polluting vehicles. For example, scrapping a Euro 4 vehicle, you can get up to 9.000 euros for cars with emissions up to 20 grams/km, up to 5.500 euros for those between 21 and 60 grams/km and up to 1.500 euros for those between 61 and 135 grams/km.
for electric cars with emissions of up to 20 grams/km, the contribution is 6.000 euros without scrapping, which rises to 7.500 euros for those with an ISEE of less than 30.000 euros. With the scrapping of a Euro 2 vehicle, the contributions increase up to 11.000 euros, e.g up to € 13.500 for those with an ISEE of less than 30.000 euros.
for plug-in hybrids with emissions between 21 and 60 grams/km, the contribution is 4.000 euros without scrapping, which increases to 5.000 euros for those with an ISEE of less than 30.000 euros. With the scrapping of a Euro 2 vehicle, the contributions rise up to 8.000 euros, and up to 10.000 euros for those with an ISEE of less than 30.000 euros.
for hybrid, mild-hybrid, petrol and diesel cars with emissions between 61 and 135 grams/km, the contributions vary from 3.000 euros for the scrapping of a Euro 2, to 2.000 euros for a Euro 3, and to 1.500 euros for a Euro 4.
For all incentives there is a maximum price limit of the model that can be purchased set at 35 thousand euros in the issue bands 0-20 and 61-135 and at 45 thousand euros in the intermediate one 21-60.
Incentives for two wheels
For motorbikes, scooters, tricycles and electric quadricycles there is a contribution of 30% up to 3.000 euros, which rises to 40% (up to 4.000 euros) with the scrapping of a vehicle from Euro 0 to Euro 3. For non-electric models up to Euro 5, a 40% discount is available up to 2.500 euros, but only if the seller offers an additional 5% discount and if a vehicle from Euro 0 to Euro 3 is scrapped.
The draft of the Prime Ministerial Decree introduces a scrapping constraint for those who purchase electric motorbikes, scooters, tricycles and quadricycles. This constraint requires that the vehicle be scrapped is between Euro 0 and Euro 3 and that the buyer proves to be proprietario or owner of the vehicle from at least twelve months, or that a cohabiting family member is.
