"How do I calculate the ISEE 2018?". Thousands of Italians are asking themselves the same question at this time of year, given that the 15 Isee is no longer valid since 2017 January. There are two answers: you can do it yourself or ask for help from a professional or a Caf, presenting a series of documents. Orienting yourself isn't always easy: let's try to shed some light on some of the most common doubts about ISEE, starting from the basic ones.
WHAT IS THE ISEE AND WHAT IS IT FOR?
The Equivalent Economic Situation Indicator (Isee) is a value used by the Public Administration (state and local) to evaluate and compare the economic conditions of families. It serves to determine who is entitled to subsidized social benefits, from family allowances to baby bonus, passing through tuition waiver and more.
I CALCULATED THE ISEE IN 2017, SHOULD I DO IT AGAIN?
Yes. ISEE is linked to the Single Substitute Declaration (DSU), a document that contains the personal data, income and assets of the households. The Dsu is valid until 15 January of the year following that of presentation, therefore those presented in 2017 expired on 15 January. Consequently, to request new subsidized social benefits or in some cases to continue to benefit from the benefits already enjoyed, you need to present a new Dsu and thus obtain the ISEE 2018.
HOW DO I CALCULATE THE ISEE BY MYSELF?
In reality, those who choose the do-it-yourself route cannot calculate the ISEE on their own, but can request it from INPS without getting help from an intermediary. First of all, you need to download the DSU form (see the links below) and fill in the data for which self-declaration is required (such as personal data and those on assets owned on 31 December of last year).
To obtain the calculation of the standard ISEE, valid for almost all subsidized social services, it is necessary to fill in the Dsu mini. In particular cases, based on the type of service to be requested or on the particular characteristics of the family unit, it is necessary to provide additional information by filling in the form Integral dsu.
To be honest, filling out the DSU is no cakewalk. For those wishing to try the same, the Ministry of Labor and Social Policies has published a compilation guide (of 32 pages…).
Once filled, the Dsu can be presented:
- to the body that provides the subsidized social benefit;
- to the Municipality;
- online at INPS.
The ISEE calculation is carried out by INPS on the basis of the data declared in the DSU and other data collected directly in the archives of the Revenue Agency and INPS. The social security institute supplies the new ISEE within the tenth working day following the presentation of the Dsu.
WHICH DOCUMENTS TO BRING TO THE CAF TO ASK FOR THE ISEE?
Anyone who wants to get help must bring a series of documents to the intermediary (which can be a Caf, but also a patronage, a trade association or an accountant). Unfortunately, they are not few.
Here is the list provided by the Cisl Caf.
Basic data:
- Fiscal code and identity document of the declarant.
- Tax code of all members of the family unit and possibly of the non-resident spouse and non-resident dependent child.
- Registered rental agreement (in case of rental residence).
Income (for the Dsu presented in 2018 the reference income is that of 2016):
- Model 730 and/or Single Model and (for employees/pensioners) Cud Models.
- Certifications and/or other documentation certifying compensation, allowances, social security and welfare treatments, income exempt for Irpef purposes, income produced abroad, scholarships and/or study grants, maintenance allowances for spouse and children, compensation paid for amateur sports (including sums received from musical, philodramatic and similar entities).
- Irap for agricultural entrepreneurs.
- For residents of Trentino it is mandatory to declare all the provincial allowances received (regional allowance, guaranteed income, allowance for large families).
Securities and real estate assets as at 31/12/2017
- Documentation certifying the value of movable assets (bank and/or postal deposits, deposit books, government securities, bonds, shares, BOTs, CCTs, savings bonds, investment funds, forms of savings insurance and any other form of asset management securities) also held abroad.
- Type (example: account, deposit account, restricted deposit or other) and identification number of the asset relationship, tax code of the bank or asset management company, date of opening and possibly closing of the asset relationships.
- Average annual stock referred to bank and/or postal deposits (quarterly and/or monthly account statements).
- For self-employed workers and companies: shareholders' equity resulting from the latest financial statements presented or the sum of closing inventories and depreciable assets net of depreciation.
- Cadastral certificates, notarial deeds of sale, succession, and/or other documentation on real estate assets, even if held abroad (buildings, agricultural land, building areas). Ivie value of properties held abroad.
- Notarial deed of donation of real estate (only for requests for residential health and social services).
- Certification of the residual principal amount of the loans stipulated for the purchase and/or construction of owned properties.
In case of disability:
- Certification of disability (name of the body that issued the certification, document number and date of issue) and any expenses paid for hospitalization in residential facilities (in the year preceding the presentation of the Dsu) and/or for personal assistance (deducted/deducted in the tax return of the second year preceding that of presentation of the Dsu).
Own vehicles and boats:
