From school to savers, via cosmetics and cotton swabs. There are several innovations inserted at the last moment in the text of the 2018 Budget Law. The maneuver was approved on Wednesday evening in the Budget Committee in the Chamber and arrives today in the Chamber. Recourse to trust is obvious, also because times are now short. The goal is to close by Christmas Eve and a further passage in the Senate will be necessary, given that several changes have been made to Montecitorio. The risk is to postpone the break for the holidays, a delay that would force the President of the Republic, Sergio Mattarella, to postpone the dissolution of the Chambers.
SCHOOL, STABILIZATION OF PRECARIOUS PEOPLE
50 million allocated in 2018 and another 150 a year from 2019 to allow the stabilization of 18 precarious teachers. Permanent jobs are also on the way for 813 ex Lsu assimilated to ATA personnel (administrative, technical and auxiliary): in this case the cost is 16 million. After the stabilization of 15.100 precarious workers which took place last spring, today the "de facto" posts are 18.762 (the number of these chairs varies every year depending on the number of students). Thanks to the new resources, these 18 precarious places will be stabilized over time, enhancing educational continuity.
SAVE-SAVERS FUND DOUBLE
The resources of the fund for savers damaged by bank failures rise from 50 to 100 million in the two-year period 2019-2020.
TAX CREDIT FOR RECYCLED PLASTIC
From 2018 to 2020, a 36% tax credit will be implemented for companies that purchase recycled products from mixed plastics. The maximum limit is 20 euros for each beneficiary.
STOP PAYING SALARIES IN CASH
"Employers will have the obligation to pay salaries through traceable tools: this will prevent any future abuse through prevention", announced Titti Di Salvo, vice president of the deputies of the Democratic Party and first signatory of the approved amendment to the maneuver in the Budget Committee.
PROTECTED SOCIAL SECURITY FUNDS

A contribution, up to three years, to reduce the relief from social security and welfare contributions for social cooperatives which in 2018 take on permanent contracts "people who have been granted international protection starting from 2016 January 500". The proposal provides for the disbursement of "a contribution within the spending limit of XNUMX euros per year to reduce the tax relief for compulsory social security and welfare insurance".

Over the next three years, the Fund for Asbestos Victims will increase by 81 million.
AMBULANTS, BOLKESTEIN POSTPONED 2020
The entry into force of the Bolkestein directive on itinerant trade is still being postponed. An amendment of the Democratic Party provides that "in order to ensure that the procedures for the assignment of trade concessions on public areas are carried out in a homogeneous temporal and regulatory context, the term of the existing concessions on the date of entry into force of this provision and expiring before 31 December is extended until that date".
GOODBYE TO NON-BIODEGRADABLE COTTON FIOC
From 2019 January 1, the ban on the marketing and production of non-biodegradable cotton swabs in Italy will take effect, and from 2020 January XNUMX, the ban will be extended to cosmetic rinse-off products with an exfoliating or cleansing action containing microplastics.
A third is added to these two measures, launched in August but in force since 2018 January XNUMX: all plastic bags - even shopping bags - must be biodegradable and compostable.
