On Monday, the Council of Ministers gave the go-ahead for the 2021 maneuver for the second time, after the first approval "unless agreed" on 18 October. Since then, the explosion of the health emergency has increased the budget law up to 38 billion, of which 14 for investments that will (hopefully) come from the Recovery Fund. Now it's up to Parliament, which in all likelihood will only have time to amend the text in the House, while the Senate should limit itself to ratification. At this point, in fact, the number one concern is to get approval by the end of the year, avoiding triggering the provisional exercise in January.
As regards public finance balances, within this week the Government will ask Parliament for authorization for a new budget gap, which should increase the deficit by at least 20 billion. This money, intended for the Ristori decree 3, will be added to the 100 billion of the first Covid decrees and to the 22 billion connected to the Budget law. According to data published on Monday by the Bank of Italy, at the end of September our country's public debt amounted to 2.582,6 billion, an increase of 3,8 billion compared to the previous month.
THE MAIN APPROPRIATIONS
In terms of content, the basic structure of the maneuver provides for the following allocations:
- 3 billion for the single allowance for children up to 21 years starting from July 2021 (it will replace deductions and family allowances and will also concern the incompetent and self-employed);
- 5,3 billion to refinance the integration fund (free for businesses): until 31 March for the Cig Covid and until 30 June for the ordinary Cig;
- 4 billion for the Refreshments fund intended for the activities most affected by the lockdowns;
- 3 billion to reduce also in 2021 the tax wedge (100 euros for incomes between 28 and 40 thousand euros);
- 300 million for the moratorium on mortgages until June.
The health package includes:
- 2 billion more for healthcare construction (since there is no political agreement on the Mes);
- 400 million for the purchase of vaccines and anti-Covid drugs;
- 70 million for the rapid tests with antigenic swabs;
- 850 million for allowance, from January 2021, 500, for doctors (350 million) and nurses (XNUMX million).
For school and university are on the way:
- 1 billion in two years for hiring 25 support teachers;
- 3,85 billion for school and university buildings;
- 165 million to expand the exemption from university fees to students who have up to 20 euros of ISEE income.
JOBFRONT EXTENSIONS
On the labor side, the following are extended until March 31, 2021:
- the blocking of layoffs;
- and the possibility of renew fixed-term contracts without reason, notwithstanding the Dignity decree. Only one renewal is allowed, which may last a maximum of one year.
DECONTRIBUTION
The maneuver also provides for various measures in terms of tax relief:
- total tax exemption for two years (up to a maximum of 6 thousand euros per year) on therecruitment of women (2021-2022);
- total contribution exemption for three years on therecruitment of under-36s (2021-2023);
- extension until 2029 of the 30% tax relief for all workers in the South (the measure is worth 5,7 billion).
OTHER SIZES
Finally, a series of measures that respond to different needs:
- tax-free refunds confirmed for those who make purchases with credit, prepaid and debit cards (cashback);
- corporate tax credits extended to encourage investments in research and development;
- theecobonus, the renovation bonus, the furniture bonus and the appliance bonus are extended to the whole of 2021;
- il holiday bonus is extended until June 2021;
- confirmed the Ape social e Woman option;
- INPS will be able to hire 189 coroners;
- in the South, between 2021 and 2023, the State will be able to hire up to 2.800 people to manage European funds.
