Green light "subject to agreements" for the 2021 Maneuver. On October 18, while everyone was waiting the dpcm containing the new restrictions anti-covid, the Government has approved the 2021 Budget Law. Various economic support measures have been included in it in order to contain the repercussions of the pandemic on families and production activities. 

"This is a very important and ambitious manoeuvre, launched at a time when our country is still suspended between the difficulties caused by the pandemic and the concrete prospects of a strong economic and social recovery, to which we are all committed", he explained. Sunday afternoon, through a post published on Facebook, the Minister of Economy, Roberto Gualtieri. The owner of via XX Settembre spoke of “a full-bodied maneuver, which deploys a strong budgetary stimulus and aims to protect the health, work, training and economic well-being of Italians, strengthening the country system and initiating the profound change that we have been waiting for for so many years".

The total amount of the provision exceeds 39 billion euros: 24 allocated in the budget and 15 deriving from the Next Generation EU program (the now famous Recovery Fund. 

MANEUVER: 4 BILLION FOR HEALTHCARE

The 2021 Budget Law allocates around 4 billion euros for Italian healthcare, once again overwhelmed by the Covid-19 pandemic. "The various measures - explains the Government in a note - concern in particular the support of medical and nursing staff, among these the confirmation also for the year 2021 of 30.000 doctors and nurses hired on a fixed-term basis for the emergency period and the support contractual indemnities for these categories, and the introduction of a fund for the purchase of vaccines and other needs related to the COVID-19 emergency". The endowment of the National Health Fund will also be increased by one billion euros. 

“We will use 4 billion euros to have more doctors and nurses in our health facilities, to purchase all the necessary vaccine stocks, and everything needed to efficiently deal with the Covid emergency and improve health care. With the Recovery plan these resources will grow further”, commented Minister Gualteri.

FAMILIES AND TAXES

From July 2021 a reform will arrive with which the single check will be introduced, also extended to the self-employed and incompetent. The Government has made 3 billion euros available for 2021, while when fully operational, 8 billion euros are allocated per year for the tax reform, which includes the universal allowance.

The resources deriving from the higher tax revenues will flow into an ad hoc fund "for fiscal loyalty". The new personal income tax will then arrive by proxy and will be operational, in the intentions of the government, from 2022.

NOON

Thanks to an allocation of 13,4 billion euros, the tax advantage for the South will be fully implemented in the three-year period 2021-2023, while the tax credit for investments in the Southern regions (worth 1 billion) will be extended to next year .

TAX WEDGE AND YOUTH

The maneuver allocates an additional 1,8 billion, for a total annual allocation of 7 billion, for cutting the wedge for incomes above 28.000 euros.

Those who hire young people under the age of 35 will be able to count on a zeroing of the contributions that will be paid by the State. The Minister of Labor, Nunzia Catalfo, announcing the measure wrote on Facebook. “It is a measure that I strongly wanted to concretely relaunch the job placement of young people, one of our greatest resources. Let's make our children protagonists of the country's rebirth". And Minister Gualtieri: “Restarting the economy means above all having more work, starting with young people. For this reason, throughout Italy whoever hires young people under the age of 35 will have the contributions paid in full by the State, while with 200 million we will allow tens of thousands of young people to participate in the universal civil service".

ECONOMY SUPPORT MEASURES

The 2021 Maneuver establishes the establishment of a 4 billion euro fund which will serve to support the sectors most affected by the economic consequences of the Covid emergency. The moratorium on mortgages and access to public guarantees provided by the PMI Guarantee Fund and SACE have been extended. Allocated €1,5 billion for additional support for business internationalization activities. The measures to support the recapitalization of small and medium-sized enterprises have also been extended. 

WORK AND SOCIAL SECURITY

Further weeks of Cig COVID are financed (until the end of the year), with the same mechanism which provides for the cash to be free for those who have recorded losses beyond a certain threshold. Ape Social and Women's Option have been extended.

TRANSPORTATION

The Government is expected to make 350 million euros available to be used in the first months of 2021 to finance local public transport and school transport.

SCHOOL, UNIVERSITY AND CULTURE

The 2021 Maneuver allocates 1,2 billion euros when fully operational for the recruitment of 25.000 support teachers and 1,5 billion euros for school construction. A contribution of 500 million euros per year is foreseen for the right to study and 500 million euros are allocated per year for the university sector. 2,4 billion are earmarked for university building and research projects. In addition, €600 million a year is earmarked to support employment in the cinema and culture sectors.

PA CONTRACTS

"In a 2021 billion 40 maneuver that responds robustly to the Covid emergency and in the meantime contributes to strengthening Italy as it emerges from the pandemic, the Government and the Civil Service are making another 400 million euros available for the three-year renewal of contracts for the public employment. The figure at full capacity, at this point, reaches 3,8 billion”, underlines the Minister of Public Administration Fabiana Dadone, in a post on Facebook. 

TAX PAYMENTS

A further decree, approved on the sidelines of the Maneuver, blocks payments and executive actions on tax bills until 31 December 2020. 

The extension until 31 December 2020 of the suspension of the notification activities of new payment orders, of the payment of the previously sent orders and of the other acts of the Collection Agent is hereby ordered. At the same time, the period during which the installment payment is forfeited with the non-payment of 31 installments, instead of 10, is also extended to 5 December.

Lastly, there is provision for a 12-month deferment of the term within which the folders can be notified.
