Superbonus, Poste closes the transfer of credits for the home bonus

With a pilot plant notice on its online platform, Poste Italiane announced that “it is no longer possible make new requests of transfer of tax credits". The decision, which came into force on May 30, a few hours after the publication of the conversion law of Superbonus decree, which has imposed new restrictions on the circulation of tax discounts, effectively blocks the market for the transfer of credits linked to building renovations.

Effect of the Superbonus decree

The provision, just converted by Parliament, blocked the credit transfer market, eliminating the residual possibility of transfer and penalizing the banks, which from 2025 will no longer be able to offset social security and contribution debts. As a result of this measure, the ABI (Italian Banking Association) has already raised the alarm regarding the possible blocking of purchases that were still possible.

Post Office: the procedures in progress remain active

Poste's decision to block new credit transfer requests therefore reflects the new unfavorable market conditions.

The company specifies that it will be It is still possible to follow the practices in progress and upload required documents. Requests received before the decision will be evaluated according to the ordinary processes, but Poste reserves the right to accept them or not at its discretion.

The superbonus decree and the new rules

On 28 May, the Superbonus Legislative Decree approved by Parliament was published in the Official Journal, which introduces restrictive changes to the regulations regarding options for the transfer of credits or for the discount on the invoice. This new regulatory framework has therefore imposed a firm brake on credit transfer practices, forcing operators such as Poste Italiane to quickly adapt to the new provisions.

Le important news contained in the Superbonus decree are:

  • The deductions for expenses incurred in 2024 will be spread over 10 years instead of 4/5 as expected, with a usable amount of almost 12 billion between 2024 and 2025.
  • From 2025, banks will no longer be able to offset Superbonus credits with social security and welfare debts, to ensure correct management of credits and prevent abuse.
  • Starting from 2025, credits purchased at discounted prices must be divided into 6 annual installments and cannot be further transferred or distributed.
  • The bonus for renovations will be reduced to 36% from 2025 and 30% from 2028 to 2033.
  • A 400 million fund has been established for Superbonus interventions in earthquake-stricken areas and a 35 million fund for interventions on properties damaged by earthquakes in regions other than Abruzzo, Lazio, Marche and Umbria.
  • The communications for the start of work for the superbonus submitted by 16 February 2023 will be weakened.
  • A 100 million euro fund has been established for 2025 to support energy and structural redevelopment interventions on properties used by the third sector.

Unions: Poste Prime Ministerial Decree will be modified, State never below 51%

The Prime Ministerial Decree forsale of a public share of the Post Office will be modified by inserting theobligation for the state not to go down never below 51 percent. The unions reported this at the end of the meeting at the Mef on the privatization of Poste. The current Prime Ministerial Decree which is being examined by Parliament - it was explained to the unions - is considered a draft and will be modified in the coming weeks.
