Labor reform, there is an agreement: reinstatement also for economic layoffs

Eventually the agreement on labor reform has arrived. "It went well, all the knots have been resolved", Prime Minister Mario Monti assured at the end of tonight's summit at Palazzo Giustiniani. Three hours of interview with ABC: Alfano, Bersani and Casini. Also present were Minister Fornero, Undersecretary Catricalà and Deputy Minister of Economy Grilli. The "knot to untie" was actually only one: the possibility of reinstatement for unfair economic dismissals.

The magic word ("reintegration") will not appear in the definitive formulation of the bill, but in fact the Professor has convinced himself to turn towards the German model. The judge - if he deems the reasons provided by the company invalid - will be able to choose whether to impose the payment of compensation or the return of the job to the company.

In the original version of the reform, the possibility of choice was guaranteed only in the event of disciplinary dismissals, while only compensation was provided for economic dismissals. Today Fornero should finalize the definitive text together with the technicians of Pd, Pdl and Third Pole.

The mediation between the parties was long and complex. in addition toBersani's invitation, who had openly asked to reach an agreement, the decisive factors for the solution of the confrontation were three. First the appeals to the concord of the Quirinale, but also Monti's haste, which intends to send the bill to the chambers as soon as possible, making the parliamentary process as easy as possible. In a note from Palazzo Chigi we read that "the Government and the leaders of the majority political forces are committed to an effective and timely approval process of the reform in Parliament".

Finally, the third factor was Silvio Berlusconi, who for electoral reasons has forced his followers not to defend the modification of article 18 to the bitter end. But the PDL has gained something. Almost literally repeating the words already pronounced several times by Emma Marcegaglia, Angelino Alfano underlined that if we want to revise the reform on outgoing flexibility, then we will also need to do it on incoming flexibility. No sooner said than done. The counterpart to the Berluscones should arrive on the land of VAT numbers, whose transformation into employee contracts will be made more gradual expected.
