The introduction of the concept of average balance certainly does not go in the direction of bureaucratic simplification, however the new data should guarantee greater reliability to ISEE: being much more indicative of the bank balance relating only to the final period of the year, it will make falsification more difficult of the Isee, a scam with which every year thousands of citizens enjoy concessions without having the right to it and subtracting resources from the most disadvantaged.
