Maneuver: on taxation, income and bonuses, Draghi is holding back

To the Prime Minister Mario Draghi there is an inevitable task: to lock down the maneuver budget which is about to enter the heart of Parliament. Today, November 29, the face-to-face meeting with the individual political forces starts to make the navigation of the Budget law as "orderly" as possible, also given the tight deadlines (there is one month to convert it into law). There is no margin for making mistakes, and with an increasingly divided majority, the premier is trying to avert any parliamentary conflicts that would lead to a brake on the maneuver and, at the same time, "saving" the agreement just reached on the 8 billion earmarked the tax cut envisaged by the 2022 Budget Law.

Draghi's meetings, together with the Minister of Economy Daniel Franco and that of Relations with Parliament Federico d'Incà they will take place with the parliamentary group leaders and the heads of delegation of the majority political forces: at 17:30 the Five Stars, on Tuesday 30 at 12 the League, in the afternoon Forza Italia and Pd. Wednesday will be the turn of Coraggio Italia, Italia Viva and to follow Leu. At the same time, Minister Franco will meet the trade unions today at the Mef in the context of the tax reform.

Always today the deadline for submitting amendments expires in the Senate Budget Committee. 600 million on the table to finance the changes introduced by Parliament. Before it gets to the heart, however, we will have to wait for the end of the meetings between the prime minister and the various parties.

Sparks have already started between the parties on the maneuver front, which will obviously try to bring home as many flags as possible. The debate within the majority has now been animated for several days and there is no shortage of requests and controversies from the political alignments.

Forza Italia leader Silvio Berlusconi will ask President Draghi not only to keep i building bonuses, but to extend them to single-family homes and sports facilities and also a deferment of tax bills and other tax obligations beyond 31 December. On this point, the center-right is united. Matteo Salvini wants the flat rate and then returns to the basic income to shift resources towards high bills: "Bring down the crazy costs of electricity and gas, the rest can wait.", unleashing the wrath of the Five Stars for which "the citizen's income cannot be touched" and they will try to fight again on the Superbonus and remove the Isee ceiling of 25 thousand euros for the villas. The grillini will also ask for direct credit to the current account of deductible expenses, i.e. the tax cashback. From the opposition, Giorgia Meloni, leader of the Brothers of Italy, also proposes a cut in the basic income but to reduce the tax wedge. Among the amendments of the Democratic Party there are the school, in terms of social security they ask that construction workers with 30 years of contributions instead of 36 and the precocious-burdensome ones access the Ape sociale and, finally, the Dems propose to strengthen the measures for access to credit through central guarantee fund, consortia and microfinance. The only meeting point between the majority parties would seem to be to prevent Draghi from leaving Palazzo Chigi. Let's go and see in detail the chapters on which battle is announced.

Tax: personal income tax cut

The tax cut for now is fixed: rates are reduced. From five they go to four with the cancellation of that at 41%. From 2022, the income bracket up to 15 will remain at 23%, that of 15-28 will go from 27% to 25%, the third bracket will become 28-50 euros and will go from 38% to 35%, while over 50 will go directly to 43%. The deduction curve will also be redesigned, which will absorb the Renzi bonus (the famous 80 euros per month extended to 100).

The most significant advantages, relating to the cut in personal income tax, will concern those with a gross income of between 30 and 60 euros a year. According to data from the Ministry of Economy, there are about 7 million taxpayers. Despite the disappearance of the 41% bracket (raised directly to 43%), the tax advantages will also be felt for the highest brackets because they will benefit from the reduction in the rates applied to their lowest share of income. However, the new deduction curve will weigh much more on the lowest incomes than the new rates, especially for employees and pensioners.

Basic income

Silvio Berlusconi also spoke on the debate on the basic income: "The revision of the basic income is a reasonable compromise". But it is Matteo Salvini who is asking for a further squeeze to recover funds for tax cuts and high bills. However, Draghi does not seem to want to tighten the squeeze launched with the maneuver, which already provides for more controls, with the suspension of the subsidy in suspected cases, the farewell to navigators and the definitive revocation in the event of a double refusal of work, with reductions from the first rejection.

Super bonus

Lower the value of the building superbonus from 110% to 80%. This is the proposal of the leader of the League, Matteo Salvini: "Instead of inventing an unlikely extension to 2023 of the 110% Superbonus for single-family units and villas with an Isee of less than 25 thousand euros, it would no longer make sense to lower the 110% to 70-80 % so that private individuals put something in it and it can be extended to everyone?”. While the abolition of this limit is loudly requested by the Five Stars, who are against, with all the craft associations, even the new and more restrictive bureaucratic rules for controlling the concessions.

There would seem to be good news for those planning to do home renovations. The old building bonuses could continue to benefit from the invoice discount and the credit transfer. We talk about the traditional restructuring bonus, the eco-bonus for energy efficiency and the Sismabonus.

Pensions

Pensions are the last knot to untie. The maneuver gained another year of time with Quota 102 (64 years and 38 of contributions), valid only for 2022. The maneuver also includes the extension until 31 December 2022 of the Social Bee, with the enlargement of the audience of those who will be able to leave their job at 63 with 36 contributions. The women's option could also be the subject of some proposals to make it structural.
