The race against time continues for the final go-ahead for the Budget Law 2023. After the general discussion held this morning, the opinion of the Accounting Department which asked for corrections on 44 amendments and the removal of the 450 million rule in favor of the Municipalities approved by mistake. The reason? The covers are missing.

The opinion of the Accounting Department: corrections on smart working and youth card
The measure proposed by the Democratic Party which allocates 450 million in favor of the Municipalities must be eliminated by the 2023 Budget law due to lack of coverage. Requests from the technicians 44 corrections on as many amendments. The reason? Always the same: there are no funds to finance the standards.
Among the measures that must be corrected, the one relating to the extension of smart working. In fact, the Accounting Office has expressed perplexity above all about the school and the replacement of school staff who are allowed smart working. In fact, the Maneuver provides that fragile public and private workers can take advantage of smart working until 31 March 2023, giving them 3 months more than the current deadline set for 31 December. It also establishes that employees in smart working can carry out a different task from the usual one provided that it is included "in the same category or area of classification". According to the Accounting Office, the proposal "takes as a reference an audience of subjects that could differ" from that of the 2020 decree and therefore "involves replacement costs for school staff affected by the provision not quantified in a specific technical report and lacking the necessary financial coverage therefore the opposite opinion is expressed".
The attention of the Accounting Department was also focused on new Youth Card which should replace the old culture bonus introduced by the Renzi government. The ways in which the coverages for 2023 are written have ended up under the scrutiny.
Meanwhile, the government is anticipating the reform of the civil process. With a government amendment to the budget law, the part of the civil provisions contained in the "Cartabia reform" will no longer enter into force on 30 June, but on 28 February.

After the reduction from 8 to 7 months of the duration of the subsidy for 2023, the Budget Committee of the Chamber approved an amendment which suppresses the word "fair" from the text of the law, which provides that the beneficiaries of the Income forfeit the benefit if they do not accept the first suitable job offer.
Responding to the accusations of the opposition and above all of the 5 Star Movement, the Undersecretary for Labor Claudio Durigon told Radio 24: "The reasonable offer we have in mind foresees that any person, even a graduate, if offered a place even as a waiter, if anything, near home, it's right that he accepts it, because if one takes public money, I don't think he can be squeamish. The criterion of territoriality also remains because a person cannot go to Trieste for two days if he is from Naples ”.
The Maneuver process
After the general discussion, the works were suspended due to the arrival of the opinion of the Accounting Department and the text returned to the Commission. By tonight, the Government should place its trust in the House on the Budget Law. The vote is scheduled for tomorrow, Friday 23 December, while the final vote is expected on December 24th. Then the tour de force will continue in the Senate for final approval. The imperative is to arrive at the finish line before December 31st and avoid the provisional exercise.
