Labour, Fornero: reform even without an agreement with the unions and Confindustria

The government will go ahead even if no agreement is reached with the social partners: this was the minister's clarification at the end of today's meeting at Palazzo Chigi with the representatives of Confindustria, CGIL, CISL and UIL - Marcegaglia: "CIG will survive", but go-ahead for layoffs for economic reasons – Camusso: “Growth theme still absent”.

There is still no agreement between the government and the social partners on labor reform, but it is now clear that it is an option. The Government will go ahead in any case, "with or without an agreement", and will do so in the short term. This is the message launched by the Minister of Welfare, Elsa Fornero, that today he met the representatives of Confindustria, CGIL, CISL and UIL at Palazzo Chigi. negotiating table on the labor market it therefore opens with a clear affirmation of independence on the part of the Executive. 

“Today's meeting is not a ritual – Fornero continues – because the EU, the markets, we and you know that this is an opportunity to do something good for the market and if we don't take it, we lose. We will be judged by the Italians who have suffered exclusions and have had no prospects, flattening themselves on precariousness and low aspirations".

The minister underlines that there is no time to lose: the game must be closed at the latest in three weeks, even better in two. For this reason Fornero proposes to the social partners to return to Palazzo Chigi in ten days to continue the dialogue on the new law (which the Professor would like to baptize "Stay and grow in Italy", in the wake of the nicknames already packaged for the first decrees). 

THE FOUR POINTS OF THE REFORM

The reform should rest on four pillars: purification of flexibility (both incoming and outgoing) from its worst aspects, uniform distribution of protections, strengthening of training and active policies in favor of workers. In short, "a design of great breadth". Word of Elsa Fornero. 

“We want to strengthen the position of the workers – the minister would have said according to sources present at Palazzo Chigi – both of those who already have a job and of those who are looking for it. The overall goal is not to help workers at the expense of businesses or vice versa”.

MARCEGAGLIA: CIG AND UNEMPLOYMENT BENEFIT, BUT ALSO DISMISSALS FOR ECONOMIC REASONS

Marcegaglia then reiterated that "in a difficult moment like this, the current tools, extraordinary layoffs and mobility, should not be touched, otherwise we would leave the workers without help".

Furthermore, the Executive would be thinking about "a more universal unemployment benefit" Marcegaglia explained. without the theme of reintegration”. 

CAMUSSO: WHICH RESOURCES FOR SOCIAL DAMPERS? 

"We must appreciate, while using the conditional sentences that are mandatory, that the government's intent is to work to make an agreement," says the leader of the CGIL, Susanna Camusso. In any case, according to the trade unionist, "two themes continue to be absent: the idea that wages can be based on productivity and not on the tax authorities and then the crux of the country's development and growth". 

According to Camusso, it is also to be appreciated that "the minister has a different attitude to layoffs compared to the previous issues", however uncertainty continues about the resources needed to finance the new shock absorbers.

In the wake of the clarifications received from Minister Fornero, a doubt arose to the secretary of the UIL, Luigi Angeletti: "I ask the government... But are we working to make an agreement or just to identify solutions that the government then reserves the right to evaluate?".
