Cutting system charges and greater protection for incomes under 20 thousand euros among the most important measures. The treasury rises to 4 billion euros allocated by the Government to deal with high bills, avoiding the Italians from the sting of +40% on electricity and gas prices starting from 1 October. The decree will arrive in the Council of Ministers this week. The executive had already announced in recent days a "structural" change in the method of calculating bills: “We need to think about how the energy bill is constructed” and here the calculation method needs to be rewritten a bit. We are doing it right now. We are working. A structural intervention needs to be set up because these are increases that will remain in the bill, so it will be necessary to work on the structural part”, guaranteed the Minister of Energy Transition Roberto Cingolani.
“It is there for all to see – added the minister – that the gas is increasing steadily, being the raw material to produce electricity and we will have an important effect on the bill. About 80% of the increases come from gas. First of all, we need to mitigate the quarter because at the end of the month the quarter will close and we will have the precise numbers but we know that the increase is important and this happens all over the world and throughout Europe because the market is global”. It concerns for the state above all of eliminate the famous system charges, which includes incentives for renewable sources, an excise duty for the State Railways, research and development expenses, the creation of special tariff regimes, expenses related to the electricity bonus and also incentives for the decommissioning of nuclear power.
A theme that had to be tackled sooner or later anyway, given that a recent survey conducted by SOStariffe.it on the rates of free market – therefore applied to those who have already abandoned the standard offer – analyzed the costs for singles, couples and families made up of four people, estimating that the incidence of actual consumption on the bill does not exceed 37%. The novelty of the next decree, which adds 1 billion to the 3 initially foreseen, however, is also the protection of the weakest groups, in particular of the lowest incomes, those under 20 thousand euros.
