How to Vote general election 2022? September 25th is almost upon us. On Sunday we will have to elect the new Parliament, using a "new" electoral law, the Rosatellum. Compared to past electoral rounds there will be an important change: after the law on the reduction of the number of parliamentarians, they will be 400 deputies and 200 senators elected. Previously they were 630 and 315 respectively.

Here a simple guide to the vote on 25 September.

Arrived at the polling station, the voters will receive two ballots: one rose for the House and one yellow for the Senate. Each card will show:

– the name of the candidate in the single-member constituency uppercase and uppercase;

- list symbols o of the lists linked to the plurinominal panel;

– the names of candidates in the plurinominal constituency shown in lowercase, next to the list symbol.

Each electoral ballot has a paper appendix with a "anti-fraud coupon” with a progressive alphanumeric code generated in series. "After the voter has voted and returned the ballot to the president of the polling station duly folded - explains the Ministry of the Interior – this appendix with the coupon is detached from the ballot paper and kept by the members of the polling stations, who check whether the coupon number is the same as that noted before delivering the ballot paper to the voter; only after this check does the chairman insert the ballot into the ballot box.

Voters and electors will have to cast one vote for the Chamber and one for the Senate. Basically they are three types of voting allowed:

  • to the single-member candidate;
  • to the list;
  • to the single-member candidate and related lists.

We see what happens in all three cases:

Vote for the single-member candidate

By tracing an X on the name of the single-member candidate, the vote will go to him, but also to the lists or lists linked to his name. In the presence of several lists, the vote is distributed among the lists of the coalition in proportion to the votes obtained by each list in all the sections of the single-member constituency.

Vote for the list

By tracing an X on the symbol of the chosen list, the vote will go both to the list in the plurinominal constituency and to the candidate in the single constituency.

By tracing an X both on the name of the single-member candidate and on the symbol of the list (or lists) connected to him/her in the multi-nominal one, the vote will go to both the list and the candidate.

Separate voting is not foreseen

It will not be possible to vote for a candidate in the single-member constituency and in the multi-member constituency for a list that is not connected to him. In doing so, in fact, the card will be considered void. 

Candidates in multi-member constituencies

Preference cannot be expressed for one of the three candidates for the multi-nominal constituency, even if it belongs to a list linked to the single-nominal candidate chosen. It must be remembered that, although the vote is considered valid even if an X is traced on the list of candidates for the plurinominal nomination, one cannot vote for just one of these. The lists are blocked and the seats are distributed according to the list in which they appear on the ballot paper.

What to do in case of an error?

The voter who realizes that he has made a mistake in casting his vote can ask the president of the polling station to replace your card and vote again. The replaced card will be included among the deteriorated ones. 

Elections 25 September: the documents needed to vote

Each voter must present himself at his polling station with electoral card and identification document in hand: identity card or other identification document with photograph; identification card issued by the National Union of retired officers in Italy, provided it has a photograph and is validated by a military command; identification card issued by a professional order, provided it has a photograph.

Where and when is the electoral card renewed?

The electoral card is renewed at the electoral office of the municipality of residence. It will also be possible to do it on 25 September, but the risk is that of having to stand in long queues. The office will in any case remain open from 9 to 18 on 23 and 24 September and, on the day of the vote, for the entire duration of the voting operations, and therefore from 7 to 23.

Who will win the 2022 general election?

The current electoral system is mixed, with a single-member majority component and a multi-member proportional component. 

Nesingle-member constituencies (the name of the single-member candidate is the one shown in capital letters on the ballot) only one representative per constituency is elected. Whoever gets the most votes wins the seat.

in plurinominal colleges (the names of the candidates are those shown in lower case next to the party symbol) the seats are distributed according to a proportional method, ie among the parties in proportion to the votes they have obtained. Preference cannot be expressed on candidates for the proportional representation.
