After the trust received yesterday from the Government, the Chamber gave the green light to the Asset Decree. The text was definitively approved in Montecitorio with 155 votes in favour, 108 against and two abstentions. Within the legislative decree, which has undergone several changes during its inter-parliamentary period, there are many different measures, concerning banks, taxis, the cost of flights, the TIM network, but also the blue crab, vineyards and hunting in ponds. Here are the main ones 

Banks: here is the definitive version of the tax on extra profits 

One of the most important, but also most criticized measures of the asset decree is the so-called tax on bank profits. The latest version of the definitively approved rule provides that the maximum tax ceiling goes from 0,1% of the total assets to "0,26% of the total amount of exposure to risk on an individual basis", excluding government bonds. Not only that, institutes can also do not pay the tax if they decide to allocate an amount equal to 2,5 times the value of the tax to strengthen the assets.

Taxi: licenses increase by 20%

The Asset decree aims to resolve the burden shortage of taxis in big cities establishing that in the regional capital municipalities, home to a metropolitan city or airport, they can be done increase licenses by up to 20% of those already released through an extraordinary competition and faster procedures

Municipalities are also given the opportunity to release additional temporary and/or seasonal licenses to those who already hold a taxi or rental license with driver in cases of extraordinary increase in demand linked to big events. Measures against high flight prices 

Another important chapter of the Asset decree concerns the dear flights and the price of airline tickets, what he did infuriate Ryanair so to speak. Anti-competitive algorithms and practices cannot be used on national routes. It is also foreseen the strengthening of the investigative and sanctioning powers of theAntitrust on air transport

If the companies adopt restrictive conduct on competition or exercise an abuse of a dominant position with algorithms and with particular reference to island routes, especially in periods of peak demand or national emergency, the Antitrust may initiate investigations to protect the free market and of the consumer, using the simple a as an indicator200% increase in rates already identified as a limit in the original text. The competent administrations then set the maximum fares that can be practicable by carriers receiving public service obligations if there is a risk of a significant increase in prices. The maximum tariff level must be indicated in the tender notice, as an objective requirement of the offer. Something new also arrives for airport managers who will be obliged to publish the subsidies received from airlines, in order to guarantee greater transparency and therefore greater protection for consumers. 

The news on Tim

The decree also contains the rules that allow the Mef to acquire a stake of up to 20% of the Tim fixed network company Netco. The telco's board of directors gives the American fund more time to define the binding offer.

Relocations

The asset decree extends from 5 to 10 years the time frame within which a large company, beneficiary of a public subsidy, must stay in Italy if he wants to maintain the subsidy. Early exit will result in the loss of benefits obtained and penalties of up to four times the amount received.

The other measures

The provision allocates a further 500 thousand euros for consortia and companies in the aquaculture sector that are facing the proliferation of blue crab.
