New rules are coming quarantine for students and on duration of Green pass. Self-surveillance at school for the vaccinated and 5-day quarantine for all the others, unlimited green certificate and no restrictions in the red zone for those with three doses or recovered with two doses. Doors open to tourists with the basic Green Pass. These are the latest government decisions, two days after the last Council of Ministers in which the expiring measures in January. From the meeting came a new anti-Covid decree which, however, did not receive the green light from the League, strongly opposed to the new school rules considered by the exponents of the Carroccio to be "discriminatory for the unvaccinated".
With hospitalizations and therapies decreasing, a Rt stable for a few days (below 1), the new measures express the will and the possibility on the part of the executive to proceed towards a gradual and constant easing of the anti-Covid restrictive measures, even as deaths remain high. As stated by the Prime Minister Mario Draghi at the opening of the works "Italy will be more open" and this thanks to the good results obtained from the vaccination campaign. The goal is above all to simplify the rules on schools and move towards "normalisation". Rules that should go into effect from Monday 7 February.
The CDM also talked about PNRR, to make "a precise survey of the situation relating to the main PNRR objectives for the first half of the year", as the Italian premier had declared. According to sources at Palazzo Chigi, the state of the works of the investments and the reforms under the responsibility of the Ministries involved would have been evaluated "positively".
School: no more dads for vaccinated people
Here comes the plan to minimize distance learning and simplify the rules that currently govern schools. Only unvaccinated students or those who have been vaccinated or recovered for over 4 months will go to dad, but the days of quarantine are reduced: from 10 to 5 days. While for the others the “self-monitoring principle” as for the general population and will be able to follow lessons in person with the obligation to wear a Ffp2 mask.
The new framework would also change the rules, but not the differences, between primary and secondary schools. The dad will be triggered in the case of 5 cases for elementary school, only 2 cases for middle and high school and, finally, for nursery schools and kindergartens - being the only age group discovered by vaccination - isolation will be triggered for everyone (without distinction) with 5 cases in class. Then you should come to an alignment of the rules.
As regards the back to school after the quarantine, a DIY swab with a negative result will suffice.
Unlimited Green Pass with the third dose
Prime Minister Mario Draghi's team unties the knot on the duration of the Green Pass for those who have already made the booster after the first vaccination cycle (third dose for mRna vaccines and second dose for single-dose ones like Johnson & Johnson). The Green Pass will have an unlimited expiry after the booster as well as the certification of the healed after two doses, waiting to understand what the regulatory authorities will decide on a possible fourth dose. A necessary and urgent measure for this audience of people in light of the latest measures taken effective February 1, with which the duration of the green certification was reduced from 9 months to 6. Certification that would have (soon) expired without the possibility of renewal for many Italians.
New rules also for tourists
To facilitate tourists arriving in our country, the executive has decided to comply with the rules beyond national borders. This means that tourists from countries with vaccination rules different from ours will be able to access all services and activities with the basic Green Pass, which is also issued with a simple swab, instead of the reinforced one.
The colors remain but the restrictions change
The "color" system of the four zones (white, yellow, orange and red) is not abandoned, but for those vaccinated with a booster dose or recovered after two doses there will no longer be any distinction between one and the other. They will only have to abide by some general rules, such as the obligation to wear a mask outdoors, but they will be free from the strictest restrictions, even in the red zone.
