Saving what can be saved bearing in mind that the numbers are nightmarish: 109 billion still to be paid, 12 billion of irregularities, 3,5 billion of monthly costs for the State. These are the figures that "give a stomach ache" (we quote verbatim) to Economy Minister Giancarlo Giorgetti. And Palazzo Chigi does not hide his concern: if Eurostat does not review the accounting mechanisms, there will be pain. In the meantime the Government is trying to reduce the impact of building bonuses on the economy and to think about the future.
Three the topics on the table: a possible extension for condominiums, the disposal of excess credits and the possibility of monetizing credits, with the State offering government bonds in exchange.
Super bonus numbers
“They are in the drawers of the Revenue Agency to date 142 billion of credits sold, not all used. Superbonus: towards an extension for condominiums?
The more days go by, the more probable the option becomes: the condominiums will be able to be entitled to an extension to complete the work. The year-end deadline is in fact almost impossible to meet.
The most probable hypothesis seems to be to extend the 110% superbonus beyond the 2023 deadline for condominiums that have one at least 60% progress or with an advanced percentage anyway. The timing is still to be established, but at least initially it could be one extension of three monthsso at the end of March.
On the other hand, the possibilities of taking advantage of further postponements for the companies seem very scarce houses in addition to that as at 31 December envisaged by the Asset decree. However, the scope of the change will be determined by the budgetary margins which will become clear once the Nadef is placed at the end of the month. We look at those numbers to understand what can be done with the next budget maneuver. And while waiting to understand the outcome of the negotiations on the new Stability Pact, the Mef is working to "not change any of the European parameters".
Looking for a credit solution
Families and businesses will not be "abandoned to their fate". Or at least this is the intention, assured the Minister of Relations with Parliament, Luca Ciriani.
According to the Government, to date, there would be approx 30 billion of stranded tax credits, while Ance estimates a number of interventions in difficulty due to the block on sales equal to almost 95 (57.000 single-family homes and 38.000 condominiums), with the involvement of - and these are conservative estimates - 320 households (for 752 people) and 33 construction companies throughout Italy. For Palazzo Chigi, those of the builders would be overestimates, but finding a solution for these credits certainly remains a priority, also considering that the transfers have now become a utopia.
Superbonus and the hypothesis of government bonds for low incomes
According to the Corriere della Sera, among the possible remedies there would be the possibility of monetizing the credits, with the State that would offer government bonds in exchange. An operation that, however, would be reserved for the lowest incomes.
