PA reform: 10 things to know

From easy layoffs to the squeeze on managers and absentees, from the cut on subsidiaries, chambers of commerce and prefectures to the news on public competitions, passing through bills payable by text message, the new single number for emergencies and farewell to the Forestry: here is what will change with the government's implementing decrees.

The enabling law for the reform of the PA was definitively approved on Tuesday 4 July by the Senate with 145 votes in favor and 97 against. Responsibility is now in the hands of the Government, called to issue the implementing decrees. In all, there are 15 proxies and they must be followed by an equal or greater number of executive measures. The first package of decrees should arrive immediately after the summer break.  

The bill has been much contested by the unions, but according to the Government's Def it could be worth 0,4 percentage points of GDP over the next 5 years. Here are the main changes introduced by the reform:

1) EASIER DISMISSALS 

Disciplinary actions can no longer end in nothing: they will always have to be completed and dismissal will be a viable option. As for article 18, the reintegration should remain for public workers.

2) STRETCH ON THE MANAGERS: THEY CAN BE FIRED OR DEMANSIONED 

In the event of negative assessments, PA managers may be fired. In order not to lose their job, interested parties may request to be demoted to the position of civil servant. The appointments will no longer be for life (4+2 years) and will be revoked in the event of a conviction by the Court of Auditors. Furthermore, all executives will merge into a single pool: only one role is envisaged (albeit divided into three levels: state, regional, local) with no distinction made between first and second level. We are moving towards a single quota (around 10%) for external access. 

3) CUTTING OF SUBSIDIARIES, CHAMBERS OF Commerce AND PREFECTURES

Not only will the subsidiaries be reduced, but a maximum number of red balance sheets will also be established after which liquidation or receivership will start. The chambers of commerce will be halved. The same fate will probably befall the prefectures (currently there is one for each province). The rationalization of the peripheral government offices in the area will culminate in the creation of the single territorial office of the state, which will probably merge the decentralized offices of general accounting, notarial archives, superintendencies, school offices, regional and territorial labor directorates.

4) BILLS AND FINES PAYABLE BY SMS 

Payments for the benefit of the PA such as bills and fines can also be made via text message, provided that the sums are negligible (presumably under 50 euros).

5) SINGLE NUMBER FOR EMERGENCIES: 112 

Whatever the emergency to be faced, to ask for help it will be necessary to call 112. The calls should be collected by regional exchanges, which would then have the task of sorting them according to need. 

6) ONLY ONE BOOKLET FOR THE CAR

We are moving towards the transfer of the Public Vehicle Registry (Pra), governed by ACI, to the Ministry of Transport, which heads Motorization. This will create a single database for circulation and ownership, with a single booklet.

7) PUBLIC COMPETITIONS: STOP THE MINIMUM DEGREE MARK

The degree mark is an outdated criterion for the selection of public workers: there will no longer be a threshold below which one is not admitted to the selection. The goal is to give more importance to the evaluation during the competition. An English test will never be missing in the tests.

8) ABSENTEEISM: INPS POWERS AGAINST FAKE SICK

To flush out the fake patients, the control functions and related resources will pass from the ASL to the INPS. 

9) GOODBYE TO THE FORESTRY CORPS

The Forestry will have to be absorbed into another force (probably the Carabinieri), so as to bring the corps from 5 to 4. Furthermore, the reorganization of all the forces is envisaged.

10) MAJOR WORKS: PRACTICE HALF 

For significant production sites and works of general interest, bureaucracy will be reduced, with the aim of halving the times for operations. It will also be possible to assign substitutive powers to the Prime Minister.
