The new Industrial Compact, the new regulatory plan for Italian companies, is being studied by the government. The text also contains innovations on the brain drain front. In fact, concessions are provided for those who have worked or studied abroad for at least 2 years and decide to return. There is talk of tax breaks, according to which returning women should only receive 20% of the tax base while men 30% – the duration of these benefits is still unclear.
The new regulations should also include credit facilities and innovations, as well as mergers of SMEs, adding intermediaries other than banks to the classic guarantee funds. Another innovation should then concern the fiscal discipline of Italian companies. In fact, with the new regulatory plan, the concessions reserved so far only to so-called startups could be applied to all companies. Furthermore, further tax breaks are foreseen for aggregations and mergers of small businesses.
Finally, a new scheme of rules regarding the attraction of foreign capital within the Italian borders will also be part of the text. The Government is currently studying new rules for the management of the conference of services and prohibitions on applying tax rules retroactively. Furthermore, the Ministry of Cultural Heritage and Activities and Tourism will contribute with a package of rules that will make it possible to channel an influx of foreign private capital towards the enhancement of our monuments.
