Quota 102, Ape Sociale, Women's Option: new Maneuver

Finally it was 102 quota. Only next year, Italians will be allowed to retire early with at least 64 years of age and 38 of contributions. This is the solution identified by the government to exceed Quota 100, which will expire on December 31st and will not be renewed.

It is important to underline the temporary nature of Quota 102: it is not a measure that replaces Quota 100 on a structural basis, it is not a way to permanently increase outgoing flexibility. Rather, it is a one-year slide that aims to make the so-called "staircase" less steep, i.e. the extra years of work that those aiming to retire early in 2023 with the rules of Quota 100 (at least 62 years of age and 38 of contributions).

However, the palliative is limited: anyone who turns 62 or 63 next year will fall under the rules of the Fornero law (which links retirement age to life expectancy) and therefore will have to wait until their 67th birthday to retire.

However, the League has obtained the inclusion in the budget law of a fund of 200 million a year for the three-year period 2022-2024 which will guarantee "an early exit" to the workers of small and medium-sized enterprises in crisis "from the age of 62", without no contribution restrictions. The fund will be managed by the Ministry of Economic Development.

As for the Ape sociale, it is extended to 2023 and extended to eight other categories of strenuous jobs, including elementary school teachers (the kindergarten teachers were already there), warehouse workers, beauticians, porters, gardeners, cleaners, vehicle drivers, mobile and lifting machinery. The requirement that gave the right to the Ape Sociale only three months after the end of the unemployment benefit is eliminated (naspi).

WOMEN'S OPTION

The Women's Option has also been renewed for next year, but the exit age is raised: women who will turn 2021 (if employed) or 60 (if self-employed) by 61 and have 35 years of contributions will be able to access. The measure is self-financing, because the check for those who benefit from Option Donna is recalculated at 100% with the contributory method, which - according to INPS - causes an average cut in the pension equal to 33%.

EXPANSION AGREEMENT

Finally, the expansion contract is extended to companies with 50 or more employees (no longer 100), who will be able to retire up to a maximum of 5 years in advance in exchange for hiring.

POSSIBLE FUTURE INTERVENTIONS ON OUTPUT FLEXIBILITY

As for the hypothesis of putting his hand to a new pension reform in the future, the Prime Minister considers the recalculation of the entire allowance with the contributory contribution as the decisive condition for obtaining two results: to increase outgoing flexibility and at the same time safeguard the account keeping.

After all, in presenting the maneuver, Mario Draghi he did not mince words: "We need to go back to the contributory system, we will see at what age and with what flexibility, how to recover the pensioners who work illegally and correct the unbalanced pensions of young people".
