Quota 100 state: school and health care at risk of chaos

I am sounding the alarm CGIL, Cisl e Uil, that in a parliamentary hearing on the "decreton" (the provision that contains the news on pensions, in addition to the CBI) denounce the risks associated with the wave of retirements arriving in the public sector.

One of the sectors most at risk is the Health. In recent days, doctors' organizations have sounded the alarm, with Anaao-Assomed calculating 23 thousand exits in the next three years, of which 18 thousand through normal channels and 4.500 with a quota of 100. Last autumn, the Federation representing nurses had even spoken of 39 workers theoretically able to take advantage of the new form of retirement as early as this year. Even if the numbers will then be lower, it should be remembered that the possibility of proceeding with new hires is compromised in many regions by the need to respect the constraints set by the plans to reduce the deficit.

In school, however, the deadline for questions was set at the end of February and the 100 interested are around 17 thousand.

In all, the government expects that around 100 Italians will go into early retirement this year thanks to a quota of 290, including 100 civil servants. These outgoings are added to normal retirements, those that take place on the basis of the social security rules in force even before the 100 quota.

The problem of mass retirement was also clear to the government right from the start, which in fact established one more rule for state employees: unlike those who work in the private sector, PA employees who want to retire early with a 100 they have to give at least six months' notice to their competent administration.

In theory, during this time frame, the State should find a way to replace the outgoing worker to avoid leaving the position uncovered and thus compromising the quality of the public service.

Precisely for this purpose, the Government has also confirmed that in the public sector, there is no longer any freeze on turnover. It means that from this year all administrations can replace any outgoing worker, while in the past the quota had been reduced (or even eliminated) to save money.

All solved? Not exactly. According to the Constitution, PA personnel must be selected by public competition. And the competitions are not resolved within a few months: from the moment of the indiction to the entry into service of the winners often years go by. If 100 months' notice is enough for retirees with a quota of 6 to retire from work, the danger that a vacuum will be created is more than concrete.

Added to this problem is the fact that last December the Government agreed with Brussels to extend until 15 November 2019 the freeze on all recruitments scheduled for this year in the central state, a measure that will save about 200 million.

Faced with these contradictions, the majority tried to stem the incoming haemorrhage with a series of amendments to the decree.

For the workers of school it has been established that in the next competition the temporary workers will have an advantage: the periods of service already carried out, in fact, will be worth half of the score attributed to the titles.

Even in justice recruitment procedures have been accelerated, providing for the possibility of hiring 1.300 people as early as 15 July, therefore four months ahead of the deadline set with the EU.

As for Regions ed Local societies, will also be able to replace workers who leave their jobs this year and not just the retirees of 2018.

Finally, the rankings of the competitions announced this year for access to public employment they can be used not only to fill the positions available but also for those that become available because the winners do not show up or subsequently cease their employment.

Will all this be enough to prevent mass retirements with a quota of 100 from increasing chaos in the PA? The unions are not convinced at all.
