New powers to Raffaele Cantone, reform of the public administration and cutting of electricity bills, aimed at small and medium-sized enterprises. These three provisions are the heart of the decree laws that the Council of Ministers approved after the return of Prime Minister Matteo Renzi from Asia.

ANTI-CORRUPTION

Let's go in order. The first point is that relating to anti-corruption measures, made even more urgent by the recent Expo and Mose scandals (today, in this regard, the mayor of Venice Orsoni resigned). Urgent measures, as well as on the internal front, also on the international one, an area on which Italy must recover a strong debt of credibility, from this point of view.

According to the drafts of the decree, more powers will be attributed to Raffaele Cantone, number one of the new anti-corruption Authority and "appointed Extraordinary Commissioner of the Authority for the supervision of public contracts". Thus, the administrative process and, in particular, the setting up of the public procurement procedure radically change. In addition, the canton will be assigned sanctioning powers against transgressors.

PA REFORM

Another cornerstone is the enabling bill that reforms the Pa. Mole the rules included in the drafts of the measure. They range from the detention of ordinary, administrative and accounting magistrates in "managerial or semi-managerial functions" or managers, over 70, "are they subject to until 31 December 2015? the possibility for the public administration to retire workers who qualify for early retirement. With these measures, the Government intends to free up over 10 places for young people in the PA at no cost.

The point most discussed, also by the unions, is that of moving without consent within 50 km, so civil servants can be moved without consent within the same municipality and to any public office within a radius of 50 kilometres. Changes also as regards voluntary mobility: in fact, the authorization of the administration of origin will no longer be necessary.

A reform based, therefore, above all on simplification and streamlining, especially as regards turnover: the Government's objective is to ensure greater income and allow more discretion in programming. Lastly, union secondments in the public sector were drastically reduced.

CUTTING ELECTRICITY BILLS

The measures to support industry and the competitiveness of small and medium-sized enterprises are also central to the Government's manoeuvre. As promised by Minister Federica Guidi, the drafts contain a measure to reduce energy bills, which will ensure savings of more than 10% on electricity bills for SMEs, which is part of a general plan to reduce extra costs weighing on businesses Italian. 

OTHER SIZES  

Other measures include the single archive on circulating vehicles and the possible increase in the annual amounts of car taxes (the so-called car tax) up to 12% in 2015 alone. of Commerce. And finally appointments to the top management of Enit, Istat (Alleva), Consob (Genovese), the Revenue Agency and the State Property Agency with a significant proportion of women.
