Maneuver in installments, Tremonti holds up

The majority resists: Tremonti is not resigning, Berlusconi is
satisfied, some reservations from Bossi, but to raise 40 billion yes
will have to wait for the two-year period 2013-2014. No tax cuts.

In the end it was the survival instinct that prevailed, that is, according to Andreotti's jargon, the will to "get by" on the worry of having to kick the bucket. And so yesterday, after a succession of rumors (including that of the resignation of the Economy Minister) and leaders, the majority finalized the maneuver which tomorrow should be approved by the Council of Ministers. It will be 47 trillion as Europe has asked us.

There will be no tax cuts. But the spending commitment will be spread out as follows: about 2 billion for 2011, 5 for 2012 and the remaining 40 for 2013-2014. As if to say that the rigorous line of the minister of the Economy, Tremonti, prevailed on the overall entity, but on the times the more prudent and worried one about the impact on public opinion of Silvio Berlusconi. In the end Tremonti spoke of a "serious and responsible manoeuvre", Berlusconi said he was satisfied with the "climate of unity" and invited the majority parties to communicate this compactness also "outside", while Bossi first said that the The executive remains "at risk" until the maneuver is approved and then claimed the changes to the stability pact to the League for the benefit of virtuous municipalities.

But the secretary (still in pectore) of the PDL, Angelino Alfano, did however throw water on the fire on Bossi's reserves, for whom that of the League "was a constructive attitude". In the PDL, however, the grumbling has not yet died down, so much so that the Minister for Cultural Heritage Galan has once again complained that "the dominus" and sole controller of the maneuver will once again be Minister Tremonti. In the opposition, the secretary of the Pd Bersani did not hesitate to define the decisions taken by the majority as "a tragic farce", to the detriment of the Italians. And even the third pole, with Pierferdinando Casini, did not hide his disappointment.

In short: the majority has managed to find a fragile compromise that should allow it to remain united, at least until the break for the summer holidays. It will now be necessary to see to what extent Europe and, above all, the markets will be satisfied with a maneuver that postpones the implementation of the most demanding measures to 2013-2014, i.e. when (assuming that the Legislature goes all the way) new elections will determine what the future government will be.
