The Council of Ministers meeting today approved the 2018 Maneuver. The new budget law will now have to be examined by Parliament. We start with the Senate, where the text should arrive by 20 October.

A connected provision worth 20 billion euros (also considering the tax decree) composed, as anticipated by the Minister of Economy, Pier Carlo Padoan, of few but large measures. A large part of the resources put in place will be used to prevent the activation of the safeguard clauses on VAT again this year: after the billion allocated in the decree approved on Friday, the maneuver provides for another 14,7 billion. Coverages amount to $8,6 billion, of which $3,5 billion are spending cuts and $5,1 billion from additional revenue.
The rest will be used to finance a series of incentives, first of all the hiring bonus of 50% for under 35s, which becomes 100% for young people hired in the South.
Maneuver 2018: recruitment bonus
For 2018, the Government is allocating 338 million euros to finance a recruitment bonus for young people under 35. Age is precisely one of the most important innovations given that initially the expected age threshold was equal to 29 years. Be careful though, because the 35-year ceiling will only be valid for next year.
The relief will be 50% of social security contributions for three years for each new permanent employee. The bonus rises to 100% for the South.
State Contract
Public administration contracts reactivated. The increase from 85 euros in payroll for civil servants would cost 1,6 billion. The salaries of the principals, who will gradually be equated to public managers, and those of the professors would also grow. In the school chapter, Valeria Fedeli also calls for a series of recruitments for janitors.

Maneuver 2018: the green bonus arrives
The text provides for the introduction from 1 January 2018 of a tax deduction of 36% for the care of private green areas. The green bonus will concern the "greening" of uncovered areas pertaining to private real estate units of any kind (terraces, gardens, including condominiums) including through irrigation systems and green recovery works in gardens of historical interest.

Ecobonus
The ecobobus stabilized for 5 years in favor of condominiums, while a 50% tax discount is envisaged for windows or condensing boilers, but also extended to the incompetent thanks to the possibility of credit transfer.
Enterprise Pack
Super depreciation confirmed, but remodulated. The tax incentive in favor of companies for the purchase of capital goods will also be valid in 2018, but with a slightly reduced rate: from 140% to 130%. There are restrictions on hyper-depreciation.
The new 50% tax credit for digital training expenses 4.0 is also on the way.
Funding for the REI
In order to combat poverty and promote social inclusion, the Maneuver provides for the financing of the new inclusion income (Rei) and rules for social cohesion. 600 million more are put on the table in 2018, 900 million in 2019 and 1,2 billion in 2020. A series of measures in favor of families are also envisaged.
Hiring researchers
The CDM has also approved the hiring of over 1.500 researchers, "a very clear signal: after many years the University is back to life, the country can and must invest in human capital", said the Minister of Economy Pier Carlo Padoan.
Pensions: measures on advances
The maneuver also includes measures concerning forms of incentives for pension advances, the social bee, special conditions of female workers in the social bee, particular conditions of fixed-term contracts in advances and other even more specific ones. On age "there is a law in force and we will respect the law in force" specified Gentiloni. The manoeuvre, explained the Premier, foresees the "strengthening of the inclusion income, the strengthening of the social bee and measures for fixed-term contracts: the attention continues for the strengthening of the weakest groups covered by the social security system" continued Padoan .
Tim: Okay at Golden Power
The Government has given the green light to the golden power over Tim. It is not yet known what powers the Government has decided to exercise even if, based on expectations, the Executive could ask for restrictions on the governance of Sparkle and the corporateisation of fixed network assets.
