The deputy of the Democratic Party Emanuele Fiano deposited the text of the Rosatellum Bis or Rosatellum 2.0 in the Constitutional Affairs commission of the Chamber, which therefore becomes the official proposal of the PD – Ok of Forza Italia, against the M5s. Here's what it provides in 5 points.

The game on the electoral law is reopened. The deputy of the Democratic Party Emanuele Fiano deposited the text of the Constitutional Affairs Committee of the Chamber Rosatellum Bis or Rosatellum 2.0 which therefore becomes the official proposal of the PD.

The Ap, Lega and Forza Italia also agree, while the M5s reiterates its opposition and announces: "We will appeal but they will crash by themselves". 

The text was also deposited in the Senate by senators dem Andrea Marcucci, Roberto Cociancich, Stefano Collina, Franco Mirabelli and Giorgio Pagliari. The bill is the same as the basic text being launched in the Constitutional Affairs commission of the Chamber.

Rosatellum Bis: how it works

– Mixed system
The Rosatellum Bis or 2.0 is a proportional system containing also a majority corrective. On the basis of the provisions, 36% of deputies (ie 231) will be elected in single-member constituencies and 64% with the proportional method.

- Voting paper
There will be only one ballot paper containing the name of the individual candidates associated with the parties that support them, with the names of the list of the relative constituency alongside. Separate voting will not be allowed.

– Colleges and Lists
It will be possible to apply in a maximum of three different proportional lists, but a candidate from a constituency will have the possibility of being present in three different proportional lists.
The votes not assigned to a party, but to a single candidate in the constituency, will be distributed proportionally within the reference coalition.

Gender quotas
There are gender quotas. In any single coalition none of the genders will be able to exceed 60% in single-member constituencies at the national level. Ditto with regard to the proportional price lists.

- Trentino Alto Adige
As far as Trentino – Alto Adige is concerned, six single-member majority constituencies are envisaged, while the other 5 deputies will be elected with the proportional mechanism. Finally, a regional threshold of 20% is established for proportional recovery.
