The battle in Parliament over stability Law starts tomorrow. According to the rapporteur Giorgio Santini, the go-ahead from the Senate Budget Committee should arrive between 18 and 20 November, but there are many obstacles. There are 3.093 amendments to be examined, of which over two thousand presented by the majority. However, it is probable that during the process the parties will reduce the proposed amendments to focus on three priorities: tax wedge, housing taxes and pensions.

One of the most accredited hypotheses in recent days plans to use at least two thirds of the 1,5 billion intended for the cut tax wedge – which would be postponed for a year – to reduce the taxation of productivity wages. The remaining 500 million would be used to help the poor and non self-sufficient. 

Instead, some members of the Democratic Party are pushing for the cut of the wedge not to be postponed, but for the annual income threshold to be lowered to benefit from it from 55 to 28 thousand euros, in order to increase the advantage for the less well-off.

A proposal that seems to meet the favor of the executive: "If 1,5 billion euros are too few to cut the wedge - said the Minister of Labor, Enrico Giovannini on Friday - then let's put them on those who are really in a state of serious economic contraction".     

As for the new ones house taxes, the PDL aims to replace the newborn Trise (i.e. the service tax which should start in 2014, including the Tasi on services and the Tari on waste) with a single municipal tax. Another hypothesis is to calculate the Tari on the actual production of waste and not on the basis of the square meters of the buildings. 

In terms of pensions, the halt to the blockade of the Istat adjustment on the lowest treatments, i.e. up to 3 euros gross per month, is almost certain. The blessing came yesterday directly from Enrico Letta: "Indexing must be carried through to completion," the Premier told Rai microphones. At the moment, in fact, the Stability law reintroduces the adjustment for lower checks gradually (100% up to €1.500, 90% up to €2, 75% up to €2.500 and 50% up to €3). ). 

Extending the full revaluation to all social security treatments up to 3 thousand euros, however, involves costs. The Democratic Party proposes to find the resources by lowering the threshold already set for the new solidarity contribution on golden pensions from 150 to 90 thousand euros per year, which returns in a new legal form after the rejection by the Constitutional Court.

But the Prime Minister does not believe that this path is the most effective: "Intervening on gold pensions - he said - is useful and must be done, but it is a symbolic intervention, which will bring little cash". The PDL aims instead to increase the taxation on financial income. Further changes are also possible to extend the number of exodus workers to be safeguarded.
