“We know well that we have resource constraints that are dramatic, huge. Not only for this chapter, but for all issues of public spending”. Thus spoke to the House the Minister of Welfare, Elsa Fornero, in reference to the reform of social safety nets.
“We have no additional resources – he reiterated -. But we have stemmed a loss of resources. It's not a reason for great satisfaction, but at least it's a fairly important result."
