La Budget Maneuver 2023 arrives in the Senate today. After the definitive ok from the Chamber, the provision passes to Palazzo Madama where it should be approved without modifications by 31 December. Yet another tour de force aimed at preventing the entry into force of theprovisional exercise, the exceptional regime, during which the government in office cannot adopt budget changes and can only deal with current management.

The process in the Senate

The meeting is convened for Tuesday 27 December at 14 for the start of the budget session, with the sending of the 2023 budget law to the commissions. In order to speed up the process, even in the Senate the Government will place the trust without therefore allowing further modifications by the parliamentarians. Based on forecasts, the final go-ahead should arrive Thursday 29 December.

The main novelties of the Maneuver

Let's summarize the main innovations of the Budget Law which will come into force in 2023:

Energy

The most substantial part of the Maneuver is dedicated to the fight against expensive energy to which 21 billion euros of resources are allocated. In this context, the establishment of a fund of 2,5 million for the national confederation of Misericordie d'Italia and one of 1,5 million for the Murano glassworks is envisaged. Improper bill charges are eliminated, the tax credit for the purchase of electricity and natural gas is refinanced until 30 March. For bars, restaurants and shops it will be 35%, for energy-intensive and gas-intensive companies it will be 45%. Reduced to 5% VAT on natural gas consumption. The Isee threshold that allows access to the social bonus has been raised from 12 thousand to 15 thousand euros. Finally, a solidarity contribution (known as a tax on extra profits) is foreseen for energy companies. 

Basic income

Next year, those deemed able to work will be able to take advantage of the citizen's income for only 7 months, a squeeze that will allow the State to save almost a billion. The benefit will expire upon the first refusal of a job offer. 

smart working

Smart working extended until 31 March 2023 for fragile public and private workers. The employer must ensure the performance in agile mode "also through assignment to a different job included in the same category or area of ​​employment".

Pensions

We will go from 100 to 103. The new regime will allow you to retire with 41 years of contributions and 62 years of age. Those who decide to remain in service can choose not to have the payment of social security contributions which therefore remain in the paycheck. For pensioners over 75, the minimum pensions will rise to 600 euros (only in 2023), while the pension revaluation mechanism. The full revaluation (at 7,3%) will only be applied to treatments up to 4 times the minimum. Between 4 and 5 times it will be at 85%, between 5 and 6 times at 53%, between 6 and 8 times at 47%, over 10 times the minimum at 32%.

The women's option changes, with the exit at 60 – one year less for each child up to two – for 3 disadvantaged categories. The pension advance is reserved for women caregivers, 74% disabled women and workers in companies in crisis. In the latter case, leaving is possible at the age of 58 regardless of the number of children.

Work: flat tax and tax wedge

The revenue and compensation threshold for accessing the flat-rate scheme of 85.000% rises to 15 euros. The introduction of an incremental flat tax of 15% on income increases calculated with respect to the previous three years is planned. For incomes up to 35 euros, the tax wedge drops by two percentage points, for incomes up to 25 euros by three points. Productivity bonuses up to €3 are taxed at 5%. Introduced an extra month of parental leave at 80% of the child's salary to be enjoyed up to the age of six, for both mothers and fathers, as an alternative. Finally, "the increase in the amount of the single universal allowance recognized for households with 4 or more children" is being increased.

Super bonus 110%

Those who failed to present the Cilas - declaration of commencement of works - by November 25th will be able to do so by December 31st and access the 110% deduction provided that the condominium resolutions have been approved by November 11th.

Mortgages

The Maneuver restores the possibility of switching from variable rate mortgages to fixed rate mortgages. There is also a deduction of 50% of the amount paid for VAT for purchases of highly energy-efficient properties (in classes A and B) made by 31 December 2023 directly from the builder.

Revenue authorities

Penalties remain for traders who do not accept payments with the Pos for purchases of less than 60 euros. The paragraph of article 69 which provided for the stop to fines has been cancelled. There will not even be automatic cancellation for tax bills from 2000 to 2015 of less than 1.000 euros: only the interest will be eliminated but the decision whether or not to cancel the tax and penalties will be up to the local authorities and would be effective from 31 March 2023.

Culture Bonus

The culture bonus for 18-year-olds is replaced by the Carta Cultura Giovani and the Carta del Merito. The first envisages giving 500 euros to 18-year-olds who come from families with an ISEE of up to 35 thousand euros, the second - of the same amount - will be paid to all young people, regardless of family income, who will achieve the highest grades in high school.

food income 

The experimentation of "food income" for those in absolute poverty is underway: the maneuver allocates a fund of 1,5 million in 2023 and 2 million in 2024 to distribute food parcels with unsold products.
