Draghi changes pace: 500 vaccinations a day and Pnrr in Brussels

The Draghi government has achieved two objectives by April which mark a clear change of pace for Italy: 500 vaccinations a day and the timely sending to Brussels of the Recovery and Resilience Plan for the implementation of the Recovery which will allow us to receive over 200 billion euros to revitalize and modernize the country

The end of April certifies the clear change of pace of the Draghi government compared to the Conte 2 government. The new executive, born in mid-February, had two major objectives ahead of him, one more difficult than the other: to speed up anti- Covid and rewrite the Italian investment and reform plan to implement the Recovery Plan and receive the over 200 billion promised by the European Union. Both have been achieved.

The Minister of Health, Roberro Speranza, announced today that he was hit yesterday the target of 500 vaccinations per day, which had been indicated by the new Commissioner, General Figliuolo, as a goal that could be reached by April in order to secure the vast majority of citizens by the summer. The recovery of the Northern regions - and in particular of Lombardy and Piedmont - was fundamental, which were lagging behind until a few weeks ago and which have now finally reached a rhythm of daily vaccinations that allows the objectives set by the Government to be achieved and to initiate the exit from the pandemic.

The other success the Draghi government achieved on Recovery Plan. The Italian version, known as PNRR (National recovery and resilience plan), has been largely rewritten with respect to the insufficient legacy of the Conte 2 government and has been delivered today to the European Commission. In all, the plan is worth 248 billion euros for Italy, because, in addition to the resources provided by Brussels, the Government has added a complementary plan of 30 billion which will make it possible to strengthen investments to modernize Italy.

But the Draghi Plan is not just a set of projects and investments that will have to be implemented over 6 years and which will allow Italy to receive the first appropriations from the next few months, partly non-repayable and partly as loans at extremely favorable rates, expected by Europe. The Plan is above all a vision of Italy that draws a completely different country and that, in order to come true, it requires the reforms that we have not been able to carry out and for which Prime Minister Mario Draghi has pledged his credibility with the European Commission. The first of the reforms scheduled concerns the Simplification, which should already be presented in May, but there are already four other reforms on the calendar, one more demanding than the other: that of the Public administration, the tax one, that of justice and that of the competition.

If the political forces stop squabbling in squalid courtyard squabbles and support the Draghi government unreservedly, Italy finally has the possibility of changing its face and aligning itself with the standards of the most advanced countries, finally returning to growth after twenty years . It goes without saying that missing such an opportunity would be nothing short of criminal.
