"Resources are scarce” and this multiplies “the difficulties of public administrations, engaged at central and local level in a great effort of rigor and construction of the conditions for a new revival”. This is what the Minister of Economic Development writes, Corrado Passera, in the message sent to the Congress of Banking Foundations underway in Palermo.
“We are working with determination and a sense of responsibility – continues Passera -, progressively implementing our growth agenda, but we are aware that only by creating a system and working together can we pursue sustained and sustainable growth objectives, in the firm belief that development and creation of employment are the essential responsibilities of a ruling class at the service of the common good".
Words of confidence from the minister, which come the day after a very difficult day for the government. Yesterday the Development decree, the most important provision passed so far from the hands of Passera, it was not even discussed in the Council of Ministers.
The stop came from the Treasury technicians, who complained about the lack of financial coverage. Barring a strong weakening that limits its costs (but also its effectiveness), the package of measures seems to have been postponed to a later date.
According to the reconstructions, the circumstance caused a clash in Mario Monti's team: on one side Passera, on the other the deputy minister of the Economy, Vittorio Grilli, the undersecretary to the Presidency of the Council, Antonio Catricalà, and the general accountant Mario Canzio.
This morning however Grilli he said he was "quite surprised to read the newspapers, because with the minister but also with the other colleagues and with the Accounting we have a collaborative relationship. From my point of view, I have absolutely no evidence of anything other than great collaboration and a spirit of understanding".
As for the approval of the Development decree, which has been awaited for some time now, “I think there can be no question of delay – added the number two of the Treasury -. It's a process of collaboration and refinement."
