Consip extends its offer in the sector of public Works with two new digital purchasing methods for administrations and businesses. The first is the expansion of e-market tenders della Pa (Mepa) – active since 2016 and so far dedicated only to maintenance work – to all types of public works, including new works. The second is the extent of the use of “Asp tenders" (Application service provider) - procedures carried out by the individual contracting stations on the telematic system of Consip (e-Procurement platform), with the prior authorization of the latter, but in which the responsibility and management fall on the contracting stations - to all works public and service concessions.
Starting from 20 January 2022 - reads a press release - the administrations will be able to carry out negotiations with suppliers authorized by Consip - almost 42 thousand - up to a maximum value of 5,38 million euros (community threshold extended until 30/06/ 2023 by the so-called "Simplifications-bis" Decree Law).
On this occasion, the 47 SOA Categories (between General and Specialized Works) already present on the Mepa will be integrated with the last 5 missing SOA (OS: 13, 18A, 18B, 23 and 32). Furthermore, the extension will allow the Public Administrations to acquire prefabricated structures in reinforced concrete, to create structural components in steel or metal and to contract out the demolition of works. And from this year it will be possible for the first time to ban on the Mepa too service concessions.
Both initiatives offer the public administration and businesses the advantage of using a single platform for all types of procurement, each time identifying the most suitable tool and procedure among those available.
