Single allowance for children: this is how the amount is calculated

The Council of Ministers approved the implementing decree of the single universal allowance for children - Applications from January 2022, disbursements from March - Here's who can receive it and how to calculate the amount of the new instrument that will replace all other aid

Single allowance for children: this is how the amount is calculated

Arrives the single universal cheque up to 175 euros per month for families with children up to 21 years of age. The council of ministers approved the implementing decree which will now have to pass the scrutiny of the parliamentary commissions to be published in the Official Gazette by the end of the year. Applications must be submitted from January 2022, while the first disbursements will start in March next year. 

The purpose of the new tool is to put order in the forest of incentives and deductions currently existing, merging the various support measures into a single check that will arrive on a monthly basis. At the end of the fair, therefore, the old aids (from the baby bonus to family allowances) will retire, with the exception of the nest bonus, which has already been refinanced and will be combinable with the new universal cheque. Available to families there will be approx 15 billion euros in 2022, which will gradually rise to 19 billion from 2029.

SINGLE ALLOWANCE FOR CHILDREN: WHO CAN RECEIVE IT

The single universal allowance is intended for families with children and starts as early as the seventh month of pregnancy up to the age of 21 for each child. Not only the unemployed are entitled to it, but also the employees, self-employed workers and VAT numbers. 

From January 2022, the application can also be submitted by adult children, who will be able to request the "direct payment of the share of the grant due to them", provided that they meet the required requirements.

They will also be able to request the check non-EU citizens meet the following requirements:

  • residency permit; 
  • work or research permit exceeding six months;
  • residence in Italy for at least two years (even non-continuous);
  • tax domicile in Italy.

In all cases, the allowance will be paid to the parent who presents the application or, upon request, to both parents equally. If the child is entrusted exclusively to one of the two parents, the allowance is due to the custodial parent. “In the case of appointment of a guardian, the grant is recognized in the exclusive interest of the protected person”, reads the text of the provision.

SINGLE ALLOWANCE FOR CHILDREN: THE CONDITIONS

As mentioned, the allowance is intended for families with children leaving from the seventh month of pregnancy up to the age of 21. In the presence of disabled children, the age limit expires. 

The amount is modulated on the basis of three factors:

  • the Isee indicator;
  • the number of children;
  • the age of the children (adults or minors).

If the application is made for adult children up to the age of 21, the amount of the allowance is reduced and certain conditions must be met. In detail, the boy or girl must attend a school, professional or degree course. Alternatively, he must carry out an internship. If he works, his total income must be less than 8 euros a year, while if he is unemployed he must be registered and look for work at the "unique employment services". Ok to the check even if the daughter or son performs the universal civil service.

SINGLE CHECK: AMOUNT AND ISEE

All families are entitled to the single allowance, the amount varies, ranging from a minimum of 50 to a maximum of 175 euros per month for minor children and from 25 to 85 euros for adult children.

The figure depends on the Isee parameters. Generally speaking, the full amount (175 euros or 85 euros per month) is obtained with an ISEE of less than 15 thousand euros, while the minimum amount (50 or 25 euros per month) is obtained with an ISEE of more than 40 thousand euros. 

SINGLE ALLOWANCE FOR CHILDREN: INCREASES 

There are various increases based on the number of children and the presence of disabled people in the family. An ad hoc increase of 20 euros per month, regardless of the ISEE, has been set in favor of mothers under 21 years old. 

Going into details, for families with three children there is an increase between 15 and 85 euros per child based on the Isee, with four children or more you receive an additional "flat-rate increase" of 100 euros per month. In the case of both parents work, but the Isee is low, a surcharge of a further 30 euros is triggered, a figure that will decrease as the Isee grows until it reaches zero over 40 thousand euros. 

Finally, expect one partial compensatory increase to bridge the discrepancies between what was previously received by adding incentives and deductions and what will be received from March with the universal single cheque.

SINGLE CHECK: HOW THE AMOUNT IS CALCULATED

Families who want to understand how much their allowance is, must make the following calculations. 

Se the ISEE is equal to or less than 15 thousand euros, the amount of the check is equal to:

  • 175 euros per month with 1 child, 
  • 350 with two children,
  • 610 with three children, 
  • 970 with 4 children.

The amount can reach 1.090 euros per month if both parents work with the increase of 30 euros for 4 children, 120 euros more. To this figure must be added the 20 euros per month per child in the case of a very young mother.

The Isee higher than 40 thousand euros Instead, the following amounts are obtained:

  • 50 euros per month with a child;
  • 100 euros with two children, 
  • 165 euros with three children, 
  • 330 euros with 4 children.

Also in this case it is necessary to add the 20 euros per child if the mother is under 21, while there is no increase for working parents.

Still different the amount in the presence of minors with disabilities for which, we remind you, you are entitled to the allowance without age limits. In the presence of a disabled minor child, you are entitled to the following increases:

  • 105 euros per month more in case of non-self-sufficiency, 
  • 95 euros per month more in case of serious disability, 
  • 85 euros more in case of medium disability. 

In presence of disabled adult children and up to the age of 21 you receive an extra 50 euros a month, while over 21 the amount of the increase varies according to the ISEE: 85 euros a month under 15 thousand euros, 25 over 40 thousand. 

SINGLE ALLOWANCE FOR CHILDREN: REQUEST TO INPS

The check will not arrive in the paycheck, but will be disbursed directly by INPS, upon request from the parent. Starting from the month of January 2022, the request must be submitted through the INPS portal, or through patronages. The benefit will come directly to your current account.
