The majority presents amendments on the Budget which, only a few days ago, he announced that he did not want to amend. In fact, it was filed the “package” of rapporteurs' amendments, Dario Damiani of Forza Italia, Guido Quintino Liris of Fratelli d'Italia and Elena Testor of the League to the budget bill, while the 2024 budget law is still blocked in the Senate Budget Committee. It should appear in the Chamber on 18 December. 

There are 17 proposed changes and three sub-amendments to the amendments presented by the Government, specifically one to article 33 on pensions, relating to honorary magistrates, and two to article 65 with the security package. Regarding the Regions, the subject of the Government's third amendment, the rapporteurs presented an ad hoc amendment which, among other things, makes the waiving of the contribution for investments optional, giving the right to provide for the reduction of other transfers. There is also news on the Strait Bridge, on short-term rentals and on first home mortgages, while the now famous superbonus. The pressure of the majority, Forza Italia first and foremost, clashed with the shere is No from the Ministry of Economy, despite the hours of chaos experienced on Tuesday.

Maneuver: funds for the Strait Bridge restructured

Through an amendment presented by the Government to the Budget, among other things, the Executive reviews the sources of financing for the Bridge over the Strait of Messina. 

In particular, according to the provisions of the amendments to article 56, the overall investment remains 11,630 billion euros from 2024 to 2032. These funds, however, will not only be borne by the State, which will put 9,312 billion on the table. The rest will be divided as follows: 718 million will be paid by the Fund for development and cohesion as a share of the central administrations/ministries, while 1,6 billion euros will always be paid by the Fund for development and cohesion but attributed to resources for the Sicily and Calabria Regions.

Short-term rentals: 21% coupon on one house, 26% on others

In one of first versions of the Maneuver it had been established that the dry tax on houses rented on a short-term basis would rise from 2024% to 21% from 26, a measure that had sparked quite a bit of controversy among professionals and the majority parties themselves. With the new amendment, however, comes an important clarification: the dry coupon will remain at 21% on one of the houses granted on short-term rent. From the second one it will go to 26%. “The rate of 26 percent is applied to income deriving from short-term rental contracts – we read – in the event of the option for the substitute tax in the form of flat tax” but “the rate is reduced to 21 percent for income deriving from short-term rental contracts relating to a real estate unit identified by the taxpayer when filing your tax return."

First home mortgage fund

Le large families with medium-low income for 2024 they will be included among the categories that will have access to the first home mortgage fund. In line with the amendment presented by the rapporteurs, in particular, families with three children under 21 years of age and an ISEE not exceeding 40.000 euros, families with four children under 21 years of age with an ISEE of up to 45.000 euros can access the fund. euros and those with five or more children under the age of 21 and an ISEE not exceeding 50.000 euros.

The Fund's guarantee grows with the number of children: 80 percent of the principal with 3 children, 85 percent with 4 and 90 percent with 5 children.

Maneuver; extension of the state of emergency for the war in Ukraine

Lo state of emergency declared to ensure relief and assistance to the Ukrainian population comes extended until December 31, 2024, and the allocation of another 40 million euros is authorized as a one-off contribution for the temporary strengthening of the provision of social services by the municipalities hosting Ukrainian refugees. The state of emergency is also extended "for intervention abroad, without further burdens on public finances. The validity of residence permits for Ukrainians has also been extended by one year."
